SPECIAL MEETING OF THE CITY COUNCIL
TUESDAY, MARCH 8, 2016
COUNCIL CHAMBERS, 215 EAST BRANCH STREET
ARROYO GRANDE, CALIFORNIA
1. CALL TO ORDER
Mayor Hill called the Special City Council Meeting to order at 5:00 p.m.
2. ROLL CALL
Council Members Jim Guthrie, Tim Brown, Kristen Barneich, Mayor Pro Tem Barbara Harmon,
and Mayor Jim Hill were present.
City Manager Dianne Thompson, City Attorney Heather Whitham, and Director of Legislative
and Information Service's/City Clerk Kelly Wetmore were also present.
3. FLAG SALUTE
Mayor Hill led the flag salute.
4. PUBLIC COMMENT
Mayor Hill invited public comment. Speaking from the public were Pat Dempsey, Arroyo Grande,
commented on the timing of the meeting as it relates to public notification, City Manager goals
not being set or met, and submitted a sample copy of the League of California Cities City
Manager performance evaluation form; Beatrice Spencer, expressed concern with the timing of
the meeting as it relates to notification and public comment, and requested more information on
the evaluation process; Patty Welsh, expressed concern that the special meeting is not being
televised, spoke regarding response times to emails and phone calls from the previous City
Manager and Interim City Manager, expressed concern about the expense to recruit the current
City Manager, terms of the agreement, lack of identified goals to date, and of the lateness of the
City Manager's six month review; and Roger Guthrie, expressed concern about the 24-hour
notice of the meeting. No further comments were received.
5. CITY COUNCIL CLOSED SESSION
City Attorney Whitham announced that the Council would adjourn to closed session to consider
the following item:
a. Public Employee Performance Evaluation pursuant to Government Code Section
54957:
Title: City Manager
Adjourned to closed session.
6. RECONVENE TO OPEN SESSION:
The Council reconvened at 6:04 p.m. in conjunction with the Regular City Council meeting.
Under Item 5 of the Regular Agenda, City Attorney Whitham announced that the City Council
would reconvene Friday, March 11, 2016 at 9:00 a.m. to continue discussion of the City
Manager performance evaluation.

7. ADJOURNMENT
