CC 2016-03-22_09k Council Appt to Traffic Commission MEMORANDUM TO: CITY COUNCIL FROM: DIANNE THOMPSON, CITY MANAGER SUBJECT: CONSIDERATION OF COUNCIL APPOINTMENT TO THE TRAFFIC COMMISSION DATE: MARCH 22, 2016 RECOMMENDATION: It is recommended the Council approve the recommendation of Mayor Pro Tem Harmon to appoint Susan Henslin to the Traffic Commission. IMPACT TO FINANCIAL AND PERSONNEL RESOURCES: There is no fiscal impact from this action. BACKGROUND: City Council policy sets forth appointment procedures for the City’s Commissions, Boards and Committees. Policy No. 4 of the City Council Operations Manual, Section 3 states that the Mayor and each Member of the Council shall recommend a representative to the various Commissions, Boards and Committees, subject to the approval by a majority vote of the Council. All Commission, Board, and Committee Members serve at the pleasure of the Council. ANALYSIS OF ISSUES: An unscheduled vacancy has occurred on the Traffic Commission due to a resignation by Janette Pell, effective March 5, 2016. The term for the seat expires January 31, 2019. An application has been received from Susan Henslin. Mayor Pro Tem Harmon has recommended the vacancy be filled by Ms. Henslin. The application form for the recommended appointment is attached. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Approve Mayor Pro Tem Harmon’s recommended appointment; 2. Do not approve the recommended appointment; or 3. Provide direction to staff. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, March 17, 2016. The Agenda and report were posted on the City’s website on Friday, March 18, 2016.
