SPECIAL MEETING OF THE CITY COUNCIL
MONDAY, MARCH 21, 2016
COUNCIL CHAMBERS, 215 EAST BRANCH STREET
ARROYO GRANDE, CALIFORNIA
1. CALL TO ORDER
Mayor Hill called the Special City Council Meeting to order at 6:00 p.m.
2. ROLL CALL
Council Members Jim Guthrie, Tim Brown, Kristen Barneich, Mayor Pro Tem Barbara Harmon,
and Mayor Jim Hill were present.
City Manager Dianne Thompson, City Attorney Heather Whitham, and Director of Legislative
and Information Services/City Clerk Kelly Wetmore were also present.
3. FLAG SALUTE
Mayor Hill led the flag salute.
4. PUBLIC COMMENT
Mayor Hill invited public comment. Speaking from the public were Tom Goss, Arroyo Grande,
spoke in support of the City Manager and her performance; Judith Bean, AGGB Chamber of
Commerce President, read a letter recognizing the excellent service of the City Manager; Trudy
Jarrett, Arroyo Grande, commented that the City Manager has been very accommodating,
respectful, open to input, is impressed with her open door policy, and thanked Council for hiring
her; Shirley Gibson, Town of Halcyon, spoke in support of the City Manager; Beatrice Spencer,
Arroyo Grande, welcomed Bob McFall and spoke of his time as Interim City Manager; Patty
Welsh, Arroyo Grande, commented that she would like to see improvements with
communication between the public, staff and the City Manager; Colleen Drees, Arroyo Grande,
commented that she has no complaints and is happy with the way things are, has never had any
problems with getting a return phone call, and expressed concern with the negativity; Nick
Tompkins, Arroyo Grande, commented on his experience working with the City Manager, that it
has been a refreshing and positive change, and is thankful to have her; and Julie London,
Arroyo Grande, spoke regarding references to the small vocal minority and the hostility that is
being shown, and stated she would like everyone to get along.
No further comments were received.
5. CITY COUNCIL CLOSED SESSION
City Attorney Whitham announced that the Council would adjourn to closed session to consider
the following item:
a. Public Employee Performance Evaluation pursuant to Government Code Section
54957:

Adjourned to closed session.

6. RECONVENE TO OPEN SESSION:
The Council reconvened at 7:25 p.m. City Manager Thompson announced that the City Council
unanimously agreed on a process for the evaluation and the Council will reconvene in closed
session on Friday, March 25, 2016.
7. ADJOURNMENT
The special meeting was adjourned at 7:25 p.m.
