WHmEIIS, the City of Arroyo Grande has 725 acres of prime agricultural
soils within its city limits; and
WHmEIIS, over half of the prime agricultural soils in the city has alre.w.y
been converted to urban uses; and
~, a recent camunity survey found a clear CalSensUS to preserve
and protect agricultural activities within the city limits, and within the Arroyo
Grande Valley, including unincorporated lands beyond city limits; and
~, the City COuncil of Arroyo Grande has directed its staff to update
and revise the General Plan for the city, with specific direction to address
agricuI tural issues; and
~ WHmEIIS, Division 21, Chapter 4 of the Public Resources Code, as amended,
authorizes the state COastal Conservancy to provide grants to local cities to
prevent the conversion of agricultural lands to other uses within the COastal
Zone; and
WHmEIIS, although the City of Arroyo Grande is located outside the COastal
Zone, the agricultural soils of the entire Arroyo Grande Valley are an irrportant
resource; and
WHmEIIS, the City's agricultural lands are geographically contiguous to,
and subject to similar development pressures as, agricultural lands within the
jurisdiction of the COunty of San Luis Obispo that are within the COastal Zone,
HCIf, ~, BE IT RESOLVIm that the City of Arroyo Grande, by and
through its city Council, hereby requests that. the state COastal Conservancy:
(a) provide teclmical assistance to the city in drafting, reviewing, and
illl'lementingagricultural provisions of the General Plan update, and
(b) investigate the feasibility of the COunty of San Luis Obispo adopting
additional carplementary provisions to support long-term agricul tural
use of lands within the unincorporated portions of the Arroyo Grande
Valley.
