CC 2016-06-28_09f Accept Soto Complex Barrier Removal Project MEMORANDUM TO: CITY COUNCIL FROM: GEOFF ENGLISH, PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE SOTO SPORTS COMPLEX BARRIER REMOVAL PROJECT, PHASE II, PW 2015-16 DATE: JUNE 28, 2016 RECOMMENDATION: It is recommended the City Council: 1. Accept the project improvements as constructed by S. Chaves Construction Inc. in accordance with the plans and specifications for the Soto Sports Complex Barrier Removal Project, Phase II; 2. Direct staff to file a Notice of Completion; and 3. Authorize release of retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The amended FY 2015-16 Capital Improvement Program Budget includes $107,252 for the subject project, which includes $93,792 of Community Development Block Grant (CDBG) funds. The total project cost including contingencies, design, and contract and grant administration is estimated at $107,252. The contractor’s final construction cost is $82,294.02. The recommended action will not result in any impact on staff resources. BACKGROUND: On April 12, 2016, Council awarded a construction contract to perform the subject project to S. Chaves Construction Inc. for $75,574.12 and authorized the City Manager to approve change orders in the amount of $7,557.41. The project provided American with Disability Act (ADA) accessible vehicle parking stalls in the Soto Sports Complex parking lot with a pathway to Pilg Field; and curb, gutter and sidewalk linking Ash Street to Campbell Field adjacent to the existing Elm Street Park parking lot entry road. ANALYSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications, and there are no outstanding issues. Approve staff’s recommendations to accept the Soto Sports Complex Barrier Removal Project, Phase II project; 2. Do not accept the Soto Sports Complex Barrier Removal Project, Phase II project; 3. Accept the Soto Sports Complex Barrier Removal Project, Phase II project but do not authorize release of retention; or 4. Provide direction to staff. ADVANTAGES: The project is complete. Accepting the improvements will allow staff to close out the project. DISADVANTAGES: The disadvantage of accepting the improvements would be if subsequent deficiencies in the work are identified. However, the contract documents include a one-year warranty period for the contractor to address any construction defects that may arise. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Section 15301(c). PUBLIC NOTIFICATION AND COMMENTS: The agenda was posted at City Hall on Thursday, June 23, 2016. The agenda and staff report were posted on the City’s website on Friday, June 24, 2016. No public comments were received as of the time of preparation of this report. Attachment: 1.
