CC 2016-06-28_09h Award Contract_S Alpine Waterline Improvement MEMORANDUM TO: CITY COUNCIL FROM: GEOFF ENGLISH, PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION OF AN AWARD OF CONTRACT TO CRANDALL CONSTRUCTION FOR CONSTRUCTION OF THE SOUTH ALPINE WATERLINE IMPROVEMENTS PROJECT, PW 2016-06 DATE: JUNE 28, 2016 RECOMMENDATION: It is recommended the City Council: 1. Award a contract for the South Alpine Waterline Improvements Project to Crandall Construction in the amount of $259,100; 2. Authorize the City Manager to approve change orders for 15% of the contract amount, $38,865 for unanticipated costs during the construction phase of the project (total construction costs = $259,100 + $38,865 = $297,965); 3. Appropriate $28,880 from the Water Fund and $175,000 from the Water Facility Fund from the unallocated fund balances; and 4. Direct the City Clerk to file a Notice of Exemption. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The FY 2015/16 Capital Improvement Program Budget includes $146,120 for the subject project. The engineer’s estimate for the project was $254,000. The total cost of the project including design, construction inspection and contingencies is estimated at $350,000. BACKGROUND: Originally, replacement of the water main along South Alpine Street was a condition of approval for the Walnut Creek housing tract to provide fire flow for the development. The condition was for the developer to install an 8-inch PCV water main, and then City crews would install service laterals and fire hydrants, and abandon the old 4-inch cast iron main. During the economic downturn in 2008, the developer requested relief from the City for the water main installation. The engineering department performed a cost benefit analysis and determined that providing the City with the engineered plans for the water main replacement was deemed a proportionate contribution from the developer. Item 9.h. - Page 1 CONSIDERATION OF AN AWARD OF CONTRACT TO CRANDALL CONSTRUCTION FOR CONSTRUCTION OF THE SOUTH ALPINE WATERLINE IMPROVEMENTS PROJECT, PW 2016-06 JUNE 28, 2016 PAGE 2 Using those plans, staff has developed a project that will now install approximately 900 linear feet of 8-inch diameter PVC potable water main along South Alpine Street between Taylor Place and Dodson Way, replace water services and appurtenances, install additional fire hydrants, and abandon the existing 4-inch cast iron water main that was installed in 1948. ANALYSIS OF ISSUES: On June 14, 2016, seven bids were opened for the South Alpine Waterline Improvements project. The lowest bid, $259,100 from Crandall Construction was deemed responsive and staff recommends award of a construction contract to Crandall Construction accordingly. The contract time is 80 working days. Work is expected to begin in July and be completed in November. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Approve staff’s recommendation to award a construction contract to Crandall Construction for the South Alpine Waterline Improvements project; 2. Do not award a construction contract for the project; or 3. Provide direction to staff. ADVANTAGES: Replacement of the water mains and installation of additional fire hydrants will ensure safe and reliable delivery of drinking water and provide enhanced fire protection to the Walnut Creek tract as well as the properties on South Alpine Street. DISADVANTAGES: There are additional costs to include the installation of service laterals and fire hydrants as part of the contracted project. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Section 15301(b). PUBLIC NOTIFICATION AND COMMENTS: The agenda was posted at City Hall on Thursday, June 23, 2016. The agenda and staff report were posted on the City’s website on Friday, June 24, 2016. No public comments were received as of the time of preparation of this report. Attachment: 1.
