The Brisco Road-Halcyon Road/U.S. 101 Interchange project has been underway since the late 1990s.
Caltrans’ project delivery phases include:
Phase 1 – Project Initiation
Phase 2 –
Project Approval and Environmental Document
Phase 3 – Plans, Specifications and Estimates – Project Design
Phase 4 - Construction
Currently the project is in the Project Approval and
Environmental Document (PAED) phase with three project alternatives under review:
Alternative 1,
Alternative 4C Roundabout (RAB),
and no-build.

Alternative 1 includes the following improvements:
Closes the northbound on and off-ramps at Brisco Road and US 101
Completes intersection improvements Camino Mercado and US 101
Completes
intersection improvements at Grand Ave and US 101
Completes bridge widening on Grand Ave
Alternative 4C RAB includes the following improvements:
Relocates the northbound ramps at Brisco
to West Branch Street at Rodeo Drive
Completes intersection improvements at Grace Lane and Rodeo Drive

On June 23, 2015, City Council directed staff to pursue a test closure of the US 101 northbound on and off-ramps at Brisco Road.

The City of Arroyo Grande Citywide traffic model and the SLOCOG regional travel demand model were used to develop Year 2035 forecast traffic volumes for this analysis.
Buildout of
the City's General Plan within 20-years produce a growth rate of approximately 18%.
Study area also serves regional traffic in addition to local traffic, the SLOCOG regional model
provides a forecasted 23% growth over the next twenty years.
This study uses a conservative 23% growth rate to develop 20-year volume projections.
Using the actual traffic counts from
this study, those counts were increased by 23% to generate forecasted trips.

To date, the City has received 276 contacts either by phone or email:
203 or 73.6% of contacts have been positive towards the closure;
46 or 16.7% of contacts have not been in favor
of the closure; and
27 or 10.5% of contacts have requested operational changes or recommended other project alternatives.
Closure Feedback

Based on available data, the closure of the US 101 at Brisco Road on and off-ramps is successful.
Communications received indicate majority support for this change.
The traffic
counts, forecasted volumes, and anticipated improvements with alternative 1 indicate that planned improvements in the work area will improve traffic flows for twenty plus years.
Three
identified intersection outside the work area of alternative 1 perform below policy levels. Those intersections are as follows:

West Branch Street
at East Grand Avenue
Traffic Way at Fair Oaks Avenue
Staff recommends to continue to work with our Caltrans’ partners to complete the Project Approval Environmental Document Phase.
