R 2350 RESOLUTION NO. 2350 167 A RESOLUTION OF THE CI1Y COUNCIL OF THE CI1Y OF ARROYO GRANDE DECLARING AN EMERGENCY ON BRIDGE STREET BRIDGE AT ARROYO GRANDE CREEK; APPROVING A REHABILITATION PROJECT; AND AUTHORIZING THE FILING OF A CATEGORICAL EXEMPTION FROM CALIFORNIA ENVIRONMENTAL QUALI1Y ACf PROVISIONS WHEREAS, the Bndge that spans Arroyo Grande Creek at Bridge Street has been damaged in a automobile accident which occurred on September 10, 1989; and WHEREAS, the City Council of the City of Arroyo Grande has received an engineering report presented by Fred Schott, Structural Engineer, stating that Bridge Street Bridge is incapable in carrying either vehicular or pedestrian traffic; and WHEREAS, the City Council at the recommendation of Mr. Schott has authorized the closure of Bridge Street Bridge for public safety reasons; and WHEREAS, Bridge Street is considered a vital link to the circulation system in the Village commercial area of the City of Arroyo Grande; and WHEREAS, Bridge Street Bridge supports utilities, including public water and sanitary sewer; and WHEREAS, on October 12, 1989,the City Council has considered several alternatives to the repair or replacement of Bridge Street Bridge as is outlined in a October 6, 1989, memorandum addressed to the City Council by the Public Works Director including a proposal to rehabilitate the structure through addition of structural members beneath the existing Bridge; and WHEREAS, the City council has conceptually approved this proposal to rehabilitate the existing structure, and desires that work be completed as soon as poss.ible to minimize damages being sustained by the community, as well as potential damages which could result from the damaged bridge and its closure; and WHEREAS, the California Environmental Quality Act has included sections dealing with exempt status for certain projects, including Section 15269, subsections (a), (b), and (c), of the CEQA guidelines, all dealing with emergency projects under exemption from the requirements of the Act and section 15301 (d) dealing with restoration or rehabilitation of deteriorated or damaged structures to meet current standards for public health and safety, and it is the determination of the Environmental Coordinator of the City that said sections are applicable and appropriate for this project; NOW, THEREFORE, be it resolved that the City Council of the City of Arroyo Grande does hereby conceptually approve the project which will rehabilitate Bridge Street Bridge and restore the load carrying capacity of the structure to meet current standards; and BE IT FURTHER RESOLVED, that the Council finds that the project is exempt from CEQA, and that the project is being completed on an emergency basis to rehabilitate and restore said structure to meet current standards for public health and safety; and BB IT FURTIiBR RESOLVED, that the Mayor and City Clerk are hereby authorized to sign the notice of environmental exemption attached hereto, for filing with the office of planning and research and the Clerk of the Board of Supervisors, County of San Luis Obispo, as written evidence of the action taken on this project.
