R 2281 .. 43 . ._, . . , , , , RESOLUTION NO. 2281 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE ADOPI'ING PARKING POI..ICm; FOR THE VILLAGE PARKING AND BUSINESS IMPROVEMENT DISTRICT. WHEREAS, the Arroyo Grande Parking and Business Im~vement Area Advirory Board is studying a canprehensive parking plan for the Village area (as outlined on Exhibit 11 A ") of the City of Arroyo Grande; and WHEREAS, the Village area has Wlique parking requirements since many buildings were constructed before parking standards were developed; and WHEREAS, strict enforcement of Article 26 of the Zoning Ordinance may discourage businesses to remain or relocate to the Village area; and WHEREAS, Article 26 of the Zoning Ordinance has been subject to various interpretations - and clear direction to staff is necessary. NOW, THEREFORE, BE IT RESOLVED that the City Council approves the following policies for the Village Parking and Business Improvement District: 1. 'The addition to a buDding, reconstruction of a building, and/or new development shall be required to provide additional parking required by Article 26 of the Zoning Ordinance. Existing buildings with retail <mmercial18es Mlich are enlarged shalJ be required to provide additional parking for the square footage added to the building. 2. Additional parking will not autanatically be required for existing businesses which change tenants, ownership, or remodel as long as the land use category remains the same and the size of the building does not c~e. Categories include: a) general retail, office and service ccmnercial; b) hotels and motels; c) restaurants line! bars; d) auto related 9Crvice; e) 1ndt5tr1a1; and f) pubJic/quasi-pubJic. Alterations which PlaMlng Staff detennine to be major shall be referred to the Parking and Business l'inIrovement Area Advisory Board for approval. 3. A change in the major land use category will require providing parking for that use. If the existing building does not have the required number of par"jng spaces, a use pannit shall be required. 4. These policies shall be reviewed by the ParkIng and Business ImI1'Ovement Area Advisory Board one (1) year from the date of adoption. These policies may be discontinued or amended by the City Council after a recannendation 5 received from the ParkIng and Business Improvement Area Advisory Board, or at any time the Council wishes to do so.
