CC 2016-11-22_10b Amend Stage I Water Restrictions PP CONSIDERATION TO AMEND THE STAGE 1 WATER SHORTAGE EMERGENCY PROVISIONS TO IMPLEMENT ADDITIONAL RESTRICTIONS WHEN SPECIFIED WATER CONDITIONS ARE DETERMINED TO EXIST 1 City council Direction from October 11, 2016 water supply condition triggers for STAGE IB Stage IB additional restrictions water demand offset program during stage IB 2 WATER SUPPLY CONDITIONS PREVIOUS TRIGGER Level Considerations Declaration Of A Stage 2 Water Supply Condition Per The City’s Existing Ordinance (This could occur based upon a threat to a local water supply, water delivery system, state mandated reductions, or a combination); Reduction of Lopez Supply of 35%; or The SMGWB continually falls below the Deep Well Index Trigger Level of 7.5 feet in conjunction with Lopez supply reduction of 20% or indications of sea water intrusion are detected. 3 RECOMMENDED WATER SUPPLY CONDITION TRIGGERS STAGE IB Interruption to local water deliveries, water delivery system or State mandated reductions. Lopez Reservoir level at or below 10,000 AF. Six quarterly continuous monitoring events of Sentry well water level readings in the SMGWB below the deep well index trigger level of 7.5 feet in conjunction with Lopez supply reduction of 20 % or indications of sea water intrusion are detected. Exit Stage 1B - Lopez Reservoir reaches 15,000 AF and increasing or the Council makes a finding that additional water use restrictions are no longer needed. 4 STAGE 1B RESTRICTIONs 1. Building restrictions – New water service connections prohibited applied to projects prior to building permit issuance 2. Prohibition on private vehicle washing Further reduce overall irrigation of City-owned non-sports field turf areas to 25% of the 2015 use Increase the mandatory water use reductions for residential water customers by 5% for each of the three water rate tiers 5 Building restrictions Development queue 6 WATER OFFSETS Water Neutralization Fee: Existing fee intended to provide an 1:1 offset over time as water conservation retrofits are completed. Demonstrated to AN effective TOOL to reduce our per capita demand : As city has grown overall water demand has remained stable. More robust offset during stage IB: A 1:1.5 would help ensure adequate savings are achieved during sever water shortage conditions. Menu of opportunities: Additional 0.5 accomplished through immediate retrofits or water purchase and verified in advance of approval. 7 Historic gross water and per capita use chart 8 Eligible conservation retrofits Air-cooled ice machines Soil moisture sensors Water efficient commercial washing machines Greywater systems Rain barrel system installations Water efficient commercial dishwashers Turf replacement 9 BUILDING RESTRICTION considerations Vesting Maps and Development Agreements Continuing to process projects during Stage IB Small infill project (e.g. 4 or less lots) can be exempted or can achieve 1:1.5 through fees Projects with existing water service connections can continue under building restrictions 10 2015 Urban water management plan (uwmp) Adopted june 28, 2016 11 recommendation It is recommended the City Council adopt a Resolution amending Exhibit A of Resolution 4659 relating to triggering conditions that will implement additional restrictions during the declared Stage 1 Water Shortage Emergency (Stage “1B”) in order to protect the health, safety and welfare of the citizens of the City. 12 12 Questions? 13 WATER CONSERVATION PROGRAM - OFFSET OPTIONS 14 WATER FUND ACCOUNTS In-Lieu Water Neutralization Fund This fund accounts for these funds collected by developers and is used towards the City’s water conservation efforts. Water Availability Fund These charges are restricted for the sole purpose of expanding water supply such as desalination plant, recycled water, scalping plant, etc. Water Fund This fund is used to account for the activities associated with the transmission and distribution of potable water by the City to its users.  Water Facility Fund This fund is to be used for capital improvement projects in the City. 15 Building restrictions PROJECTED WATER SAVINGS: Development projects currently in the entitlement process would account for an increase of approximately 35 AF/year or less than 2% of the anticipated 2,300 AF citywide annual water demand. 16 2015 Uwmp process Adopted by city council on June 28, 2016 State Department of water resources (dwr) advances review of city’S UWMP Dwr requires modifications to the water shortage contingency plan (wscp) Wscp currently contains two drought response stages Dwr requires more detailed stages of drought response in wscp Council approved Triggers and demand reductions crafted to meet dwr requirements Three stages with corresponding demand reduction measure recommended Revised uwmp to be considered by city council on january 24, 2017 17 draft UWMP WATER SHORTAGE CONTINGENCY PLAN THREE proposed STAGES IN REVISED UWMP Current stage updated wscp stage stAGE 1 STAGE 1 STAGE 1B STAGE 2 STAGE 2 STAGE 3 18 draft WATER SHORTAGE CONTINGENCY PLAN – THREES STAGE TABLE 19 20 21 ADDITIONAL STAGE 1 RESTRICTION RECOMMENDATIONS Prohibition on private vehicle washing PROJECTED WATER SAVINGS: Unknown.
