CC 2016-12-13_12a Appts to Regional Boards and CommitteesMEMORANDUM TO: CITY COUNCIL FROM: ROBERT MCFALL, INTERIM CITY MANAGER SUBJECT: CONSIDERATION OF APPOINTMENT OF COUNCIL MEMBERS TO REGIONAL AND LOCAL BOARDS, COMMISSIONS, COMMITTEES AND SUBCOMMITTEES DATE: DECEMBER 13, 2016 RECOMMENDATION: It is recommended the City Council make appointments to those regional and local boards, commissions, and committees with Council representation, and authorize the City Clerk to update FPPC Form 806 (Agency Report of Public Official Appointments) for posting on the City website. IMPACT TO FINANCIAL AND PERSONNEL RESOURCES: There is no fiscal impact from this action. BACKGROUND: Historically, after each election cycle, the Council makes appointments to the regional and local boards, commissions, and committees throughout the County that have Council representation. Options include filling vacancies, making reappointments, and/or selecting new assignments. Once the appointments are approved by the Council, the names of the Council representatives are submitted to the respective agencies. The City Council’s past practice has been to determine committee assignments (primary representatives and alternates) through a process of discussion and consensus. ANALYSIS OF ISSUES: After each election cycle, the Council makes its appointments to the various regional and local boards, commissions, and committees that require Council representation. An appointments list is attached for the Council’s review which shows existing appointees and vacancies that have occurred due to the election. Most of the regional agencies listed requires a member of the Council as a primary representative and a member of the Council as an alternate. There are a few exceptions in which the Mayor is required to serve as the primary representative to certain committees. Item 12.a. - Page 1 CITY COUNCIL CONSIDERATION OF APPOINTMENT OF COUNCIL MEMBERS TO REGIONAL AND LOCAL BOARDS, COMMISSIONS, COMMITTEES AND SUBCOMMITTEES DECEMBER 13, 2016 PAGE 2 The appointments list also identifies the specific board/commission/committee, the frequency of meetings, the day, time, and location of the respective meetings, the staff contact (if applicable), and any requirements regarding the appointment. Additionally, the list contains a few local committees and subcommittees that include current members of the Council in case the Council determines any changes are desired, as well as those that are vacant and need new representation. A description of each committee or board is included in Attachment 2. Once all primary and alternate appointments are made, it is recommended the Council authorize the City Clerk to update the FPPC Form 806 which is used to report additional compensation that public officials receive when appointing themselves to positions on Committees, Boards or Commissions of a public agency. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Make the various appointments, reappointments, and/or reassignments; 2. Make selected appointments and direct staff regarding unfilled Boards/Commissions/Committees/Subcommittees; 3. Make no appointments at this time; 4. Provide direction to staff. ADVANTAGES: These appointments will provide full City representation on the various regional boards, commissions, committees and subcommittees that are currently listed on the appointments list. The proposed appointments are consistent with past practice. DISADVANTAGES: No disadvantages are identified as long as the appointments reflect the desired representation by the City Council on these boards, commissions, committees and subcommittees. ENVIRONMENTAL REVIEW: No environmental review is required for this item. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in accordance with Government Code Section 54954.2. ATTACHMENTS: 1. City representation was authorized in 1994. As of January 1, 2010, alternates may also be appointed (Health and Safety Code section 40100.5) Audit Committee In order to comply with the Statement of Auditing Standards (SAS) No. 114, the City of Arroyo Grande has established an Audit Committee. Brisco/Halcyon Interchange Subcommittee This is a City Council subcommittee to coordinate with staff and report back to City Council regarding efforts related to the Brisco/Halcyon Road Route 101 Interchange improvement project. California Joint Powers Insurance Authority (CJPIA) The CJPIA is governed by a Board of Directors, consisting of one elected official appointed by each Member Agency. The Board elects a President, Vice President and seven Members of the Executive Committee, which meets monthly to supervise and conduct CJPIA affairs. The Executive Committee has an advisory City Managers Committee that meets monthly and a Finance Officers Committee, which meets quarterly. The CJPIA Board of Directors meets annually at the CJPIA offices in La Palma. The Board Director must be an elected official. The Alternate(s) may be either an elected official or staff and may serve as the Voting Delegate in the Director's absence. Staff recommends appointing the City Manager and Human Resources Manager, along with one Council Member, as Alternates to ensure that a staff representative is available to attend the annual meeting if the Council representatives are unable to attend. City Selection Committee The City Selection Committee is comprised of the Mayor of each of the seven cities. The City Selection Committee makes appointments to the Airport Land Use Commission, California ID System Advisory Board, Local Agency Formation Commission (LAFCO), and Supplemental Law Enforcement Oversight Committee. Council of Governments/Regional Transit Authority (SLOCOG/SLORTA) SLOCOG is a regional governing body organized through a joint powers agreement that has responsibility for regional transportation planning. SLORTA is operated through a joint powers agreement with SLOCOG to oversee the County-wide rapid transit system. The representative is usually the same representative ATTACHMENT 2 Item 12.a. - Page 7 as the SLOCOG representative, because SLORTA meetings start either before or after SLOCOG and has the same Board. County Water Resources Advisory Committee (WRAC) This organization is involved with water supplies and availability of water on a County- wide basis. The purpose is to advise the County Board of Supervisors concerning all policy decisions relating to water resources of the SLO County Flood Control & Water Conservation District, to recommend specific water resource programs, and to recommend methods of financing water resource programs. (*Appointed representatives to the Committee need not be a Council Member, but do need to be individuals knowledgeable regarding water issues, Note: Council appointed representatives require approval by the Board of Supervisors. Economic Vitality Corporation The City has an agreement with the Economic Vitality Corporation to participate and support the establishment of a regional economic development effort to diversify and expand its economic base for industrial, retail, commercial, recreational, and general business services. A City Council Member is appointed to serve on the Board of Directors. Five Cities Fire Authority Provision of fire protection services provided through a joint powers agreement with the Cities of Grover Beach and Arroyo Grande and the Oceano Community Services District. The Authority Board consists of an elected official from each member agency. The Fire Chief serves as the Executive Officer of the Authority. Homeless Services Oversight Council (HSOC) In 2008, a County-wide coalition of cities, agencies, and civic groups formed to improve the County’s approach to homelessness. The result was a report entitled “Path to A Home, San Luis Obispo County-wide 10-Year Plan to End Homelessness”. The HSOC is an advisory committee that discusses the County-wide approach to homelessness and services for the homeless, including both housing and supportive services. Membership is comprised of a broad spectrum of representatives, including the County Board of Supervisors, each City, certain County government departments (health, planning, social services, veteran services, and probation), law enforcement, business organizations, academic institution, faith community, as well as interested community members. Integrated Waste Management Authority Board (IWMA) Responsibility includes preparing an integrated waste management plan implementing the state-mandated legislation AB 939. The plan will include elements for recycling, composting, education, and various other areas. The role of the authority member is to guide the reduction of the County’s waste stream. Item 12.a. - Page 8 Oversight Board The Oversight Board supervises the activities of the Successor Agency to the Dissolved Redevelopment Agency and consists of seven members representing the City of Arroyo Grande, the County of San Luis Obispo, and local education and special districts of the dissolved Redevelopment Project Area. South County Transit This Joint Powers Authority is responsible for providing a regional rapid transit system for the Five Cities Area and a connector for the County-wide rapid transit system. South San Luis Obispo County Sanitation District (SSLOCSD) The City contracts with the Sanitation District for waste water collection and treatment. The District is governed by a Board of Directors composed of the presiding officer from the Cities of Grover Beach and Arroyo Grande and the Oceano Community Services District, or their respective alternates. (per Health and Safety Code Sections 4730- 4735). Tourism Marketing Committee The Tourism Marketing Committee, administered by the Arroyo Grande Grover Beach Chamber of Commerce, is charged with developing and implementing a tourism marketing strategy for the region. They also provide recommendations to the Tourism Business Improvement District for the City of Arroyo Grande. Visit SLO County (formerly the SLO County Visitors & Conference Bureau) Visit SLO County promotes County-wide tourism opportunities and complements the efforts of local communities and organizations. It is a private, non-profit organization with membership comprised of local businesses, Chambers of Commerce, County government, and most incorporated cities in the County. Zone 3 Water Advisory Board This is a County organized committee to handle the operation of Lopez Lake for both recreation and water facilities. The Advisory Committee works closely with the Zone 3 Technical Advisory Committee. Note: Council-appointed representatives require final approval by the Board of Supervisors.
