The interruption of local water deliveries, the water delivery system or additional mandated reductions in water use by the State Water Resources Control Board. b. The water level at the Lopez Reservoir is at or below 10,000 acre feet. c. There have been six quarterly continuous events of sentry well level readings in the Santa Maria Ground Water Basin below the deep well index trigger level of 7.5 feet, or indications of sea water intrusion are detected. 5/1/2018 10.b 7 Stage 1B, if and when enacted by the City Council upon adoption of a Resolution, will put in place the following additional water use restrictions: Irrigation of City-owned non-sports field turf areas shall be reduced to 25% of the water used for such irrigation in a year as specified in the adopting resolution. The required residential customer water reductions established in Stage 1 shall be increased by five (5) percent for each of the three water rate tiers. 5/1/2018 10.b CITY COUNCIL DIRECTION FROM NOVEMBER 22, 2016 8 Stage 1B, if and when enacted by the City Council upon adoption of a Resolution, will put in place the following additional water use restrictions: 3. There shall be no new or additional water connections for any project that does not have all required planning project approvals and entitlements at the time of the Certification that a Triggering Condition exists. Smaller projects of less than four residential units or less than 5,000 sq. feet of commercial space shall be exempt from this restriction. Notwithstanding this restriction, development projects may continue to be processed. 5/1/2018 10.b CITY COUNCIL DIRECTION FROM NOVEMBER 22, 2016 (CONTINUED) 9 Stage 1B, if and when enacted by the City Council upon adoption of a Resolution, will put in place the following additional water use restrictions: 4. The City Council may provide that the prohibition on new water connections will not apply to any project that participates in the City’s approved water demand offset program by providing water savings that offset their project’s water demand by a ratio of 1:1.5. 5/1/2018 10.b CITY COUNCIL DIRECTION FROM NOVEMBER 22, 2016 (CONTINUED) 10 AMENDING CHAPTER 13.07 OF THE ARROYO GRANDE MUNICIPAL CODE RELATING TO STAGES OF ACTION This Ordinance will not enact any residential restrictions at this time. It will only put in place a framework for establishing restrictions to be enacted when necessary. Lopez Reservoir level at or below 10,000 AF. Six quarterly continuous monitoring events of Sentry well water level readings in the SMGWB below the deep well index trigger level of 7.5 feet in conjunction with Lopez supply reduction of 20 % or indications of sea water intrusion are detected. Exit Stage 1B - Lopez Reservoir reaches 15,000 AF and increasing or the Council makes a finding that additional water use restrictions are no longer needed. 5/1/2018 10.b 17 BUILDING RESTRICTIONS PROJECTED WATER SAVINGS: Development projects currently in the entitlement process would account for an increase of approximately 35 AF/year or less than 2% of the anticipated 2,300 AF citywide annual water demand. 5/1/2018 10.b 18 STAGE 1B RESTRICTIONS Building restrictions – New water service connections prohibited applied to projects prior to planning entitlement Prohibition on private vehicle washing Further reduce overall irrigation of City-owned non-sports field turf areas to 25% of the 2015 use Increase the mandatory water use reductions for residential water customers by 5% for each of the three water rate tiers 5/1/2018 10.b 19 WATER OFFSETS Water Neutralization Fee: Existing fee intended to provide an 1:1 offset over time as water conservation retrofits are completed. Demonstrated to AN effective TOOL to reduce our per capita demand : As city has grown overall water demand has remained stable. More robust offset during stage IB: A 1:1.5 would help ensure adequate savings are achieved during sever water shortage conditions. Menu of opportunities: Additional 0.5 accomplished through immediate retrofits or water purchase and verified in advance of approval. 5/1/2018 10.b 20 HISTORIC GROSS WATER AND PER CAPITA USE CHART 5/1/2018 10.b 21 WATER FUND ACCOUNTS In-Lieu Water Neutralization Fund This fund accounts for these funds collected by developers and is used towards the City’s water conservation efforts.
