R 2255 ~3 4 6.... RESOLUTION NO. 2255 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE APPROVING USE PERMIT CASE NO. 88-439, APPLIED FOR BY ST. BARNABAS EPISCOPAL CHURCH LOCATED ON SOUTH TRAFFIC WAY (LOT 1 OF TRACT 1513) WHEREAS, the City Council of the City of Arroyo Grande ha~ considered an application for construction of a 11,500 square feet Church facility located on South Traffic Way. (Lot 1 of Tract 1513) WHEREAS. the City Council has found that this project is consistent with the General Plan and the Environmental Documents associated therewith, and a mitigated Negative Declaration has been declared under the provisions of the . California Environmental Quality Act (CEQA); and WHEREAS. the City Council finds. after due study, deliberation and public hearing, the following circumstances exist: 1. The proposed use is consistent with the General Plan's statement and intent. 2. The proposed use is consistent with the zooing designation. 3. The site is adequate in shape or size for the proposed use, as it can meet all the setback and parking requirements. 4. The site does have adequate access, per the conditions of approval. 5. The proposed use will not have an adverse effect on the use of surrounding property because appropriate conditions have been incorporated into the resolution of approval. 6. The design and layout of the proposed use is suitable because adequate provisions for setbacks, access and circulation have heen , incorporated into the project design. NOW. THEREFORE. BE IT RESOLVED that the City Council of the City of Arroyo Grande hereby approves said Use Permit subject to the following conditions: , PLANNING AND BUILDING DEPARTMENT 1. Development shall occur in substantial conformance with the information presented to the Planning Commission at the meeting of September 20, 1988. 2. All roof-mounted equipment shall be screened from view df adjacent property in accordance with the City's Architectu,ral Review Guidelines. All roof-mounted equipment which generates noise, solid particles, odors, etc., shall cause the objectionable material to be directed away from residential properties. All screen designs shall be compatible with the building and shall be subject to the review and approval of the Planning Department. 3. All proposed screening/retaining walls shall be constructed of a material compatible with the elevations of the building, subject to the review and approval of the Planning Department. 4. Textured (stamped or scored) concrete paving should be provided ~ intermittently throughout the pavement within the project site, sUbject to the review and approval of the Planning Department in accordance with the City's Architectural Review Guidelines. 5. An exterior lighting plan shall be submitted, and shall be subject to the review and approval of the Planning Department and shall include the following: a. Cut-off luminaries shall be installed which will provide true 90 degree cut-off and prevent projection of light above the horizontal from the lowest point of the lamp or light emitting refractor or device, b. All fixtures shall use a flat, clear lens, energy-efficient light source, c. Signage shall be subject to the requirements of Section 9-4.2407 of the Zoning Ordinance. 7. A final landscape and full-coverage automatic irrigation system shall be provided for review and approval and installed prior to building occupancy, subject to the approval of the Planning Department and Parks and Recreation Department. Tree staking. soil preparation and planting detail shall be shown on final landscape plan. Water conservation design and maintenance and drought tolerant landscape planting shall be incorporated whenever feasible into the final design of the landscape and irrigation plans for the site. 8. All ground-mounted utili ty and mechanical equipment shall be screened and sound buffered as shown on the final landscape plans, subject to the review and approval of the Planning Department and Parks and Recreation Department. "9. Subsurface tests shall be conducted which shall include auguring and the excavation of at least one lx1 meter test pit in each site to sample the subsurface deposition and midden content. All material from these tests should be screened through a 1/8" mesh screen, and a 10xl0cm column sample should be collected for pollen samples and finer screening should these appear desireable. A team of archaeologists including a Native American, an archaeologist, and a conchologist should be utilized, "10. Two C-14 samples (one top for ante quem and one at the bottom for post quem dates) should be collected from each site and forwarded to a radiation testing laboratory for dating of the time and duration of the sites. "11. The midden areas to be impacted by church edifice development and parking lot, should be lightly and carefully scraped to remove vegetation, then covered with a thin (2 to 4") light colored layer of sterile material to define the soil transition, and then receive an 18 to 24" layer of sterile soil in which the footings of the structures can be cut, or to the depth necessary in the parking lot area to permit the paving sub-base to be placed fully on top of the , , dividing layer with no grading into the midden. A Native American monitor shall be present during any scraping activity. "12. All utility trenches for the church should be placed downslope from the buildings outside the midden area. If the utility trenches and the widening of the access road require excavation. an archaeologist and a Native American should be present to monitor anw to collect and record cultural finds and to assist the Coroner should burials be encountered, Reburial shall be in accordance with ~tate law and local Native American supervision, "13. Sample cultural materials collected during surface and subsurface investigations should be curated, together with copies of these reports, at the San Luis Obispo County Archaeological Society (SLOCAS) research center at Cuesta Community College so they will be available for future scholars. "14, That portion of SLO-413 not covered with fill should be treated in a manner approved by a qualified archaeologist to inhibit pot-hunting and arrowhead collecting. "15, The Erosion Control Ditch - (west half) shall be treated as follows: vegetation lightly scraped off and sufficient fill emplaced along the ditch alignment to permit that part of the ditch to be constructed entirely within the fill, Rainwater drainpipe should be realigned to the east to follow the existing drainage. *16. The parking lot shall begin just west of the drainage on fill and continue east as required by the archaeologist. "17. The open area between buildings and erosion control all be left with natural ground cover. Access to it should be limited by planting such native plants as ceanothus and/or by moving cactus uphill from its present location. "Mitigative Environmental Measures ..348, *18. Construction areas for buildings and parking lot all be filled to protect undisturbed the in situ midden as required by a qualified archaeologist, except that the northeast footings between Augers '1 and '4 may have a footing trench cut, provided that trenching and the drainpipe trench are monitored by a team of archaeologists and a Native American representative. *19. Two 1x1 meter test pits -- one between Augers '2 and:.3. and one just east of Auger '9. shall be excavated concurrently with the trench monitoring. *20. A supplement to the existing archaeological reports should be issued when the test pit and moni toring results have been analyzed as required by a qualified archaeologist. "21. The applicant shall provide written approval from UCSB Archaeological Department regarding the methodology used and conclusions reached by W. B, Sawyer prior to recordation of final map or issuance of any City permi t. *22. The applicant shall provide writ ten approval by one or more representatives of the various Chumash Nation tribes or divisions which have expressed concern about the site prior to recordation of final map or issuance of any City permit. 23. The applicant shall provide for a secondary access as required by the Fire Chief and Public Works Department, 24. The applicant shall enlarge the hammerhead at the northeast end of the parking lot in order to facilitate improved vehicle turnaround. PUBLIC WORKS 25. The street design as outlined in Tentative Tract No. 1513 shall be completed prior to issuance of building permit. A 24 foot driveway shall be constructed to the street design aoted above. As part of' the project, the street design shall be completed for full length of the property. 26. If building permit is requested before recordation of Tract No. 1513. , all street and utility easements shall be granted to the City. 21. A grading and drainage plan shall be prepared prior to issuance of building permit. 28. Water main extension with appropriate easements shallpe complete per Tract No, 1513 conditions. Construction of water main may be required prior to building permit issuance to obtain fire flow. 29. The developer shall have no permanent irrigated landscape below 110 f t. contour, PARKS AND RECREATION DEPARTMENT 30. Detailed irrigation and landscape plans to be prepared by a licensed landscape architect. ~ 31. Plant drought tolerant plant species to avoid excessive water consumption, 32, All cut and fill slopes to be planted, and erosion control measures taken. FIRE DEPARTMENT 33. All conditions listed on site plans dated July 22, 1988 shall apply. 34. Fire hydrants need to be shown to Fire Department satisfaction. 35, Vegetation management plan to be submitted and approved prior to issuance of building permit, *Mitigative Environmental Measures .---~---- . ------- - - ~ . 349 36, Prior to issuance of Building Permit applicant shall provide to Fire Chief: a. Hydraulic calculations on fire sprinkler system and ins tallation, Installation plans shall be submitted allowing two weeks for review, b, Fire hydrant installations and hydraulic calculations for flow of 2300 gallons per minute and 20 pound minimum residual flow. POLICE DEPARTMENT 3'1. The applicant should review security aspects of the proposed project with the Police Department prior to issuance of a building permit.
