A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARROYO GRANDE ADOPl'ING A PORTION
OF GENERAL PLAN AMENDMENT NO. 88-1 DEALING
WITH IMPROVEMENTS IN THE VICINITY OF BRIa:X>
ROAD TO THE CIRCULATION ELEMENT OF THE GENERAL
PLAN
WHEREAS, Section 65302(b) of the California Government Code directs all cities and
counties to prepare a General Plan CIrculation Element; and
WHEREAS, the City of Arroyo Grande has detemUnedthat it is appropriat~', and .
necessary to amend the Circulation Element adopted by the City; and
WHEREAS, the City of Arroyo Grande has not amended the General Plan more than
four times in 1988; and
WHEREAS, the City Council has held a public hearing on April 12, April 26, May 10,
June 28 and July 12, 1988, on the CIrculation Element Amend'nent GPA 88-1 in accordance with
the California Government Code and cUd solicit and consider public carment on such amenanent;

WHEREAS, the amenanent will provide for greater traffic safety and will improve the
traffic cir<Tulation and capacity in the northwestern portion of the City; and
WHEREAS, the proposed Amenanent was reviewed in can[iiance with the requirements
of the California Envirorrnental Quality Act (CEQA), and it was detemUned that the project
would result in no significant effects on the el\virorrnent and, therefore, the recoomendation of
a Negative Declaration is appropriate.
NOW, THEREFORE, BE IT RPBOLVED that the City Council of the City of Arroyo
Grande does ~reby adopt Ii Negstive Declaration for GPA 88-1, and adopt the portion of
General Plan Arnend'nent 88-1, amending the CIrculation Element of the General Pian relating to
improvements in the vicinity of Brisco Road as set forth in Exhibit A, Revised Pages of the
Circulation Element. ,
