CC 2017-02-28_12a Intro Ordinance_New Dog Park Rules (2) Proposed New Dog Park Rules 3/3/2017 1 Background September 2015 – Council approves Adopt-A-Park Agreement with Elm Street Dog Park Association Agreement designates ongoing maintenance and operation of the Dog Park to ESDPA October 2015 – Council adopts ordinance establishing Dog Park rules into the municipal code Any changes to the Dog Park rules must be approved by Council with update to the municipal code February 2017 – Parks & Recreation Commission votes unanimously to recommend Council approval of new rules 3/3/2017 2 3/3/2017 ASPCA website – “neutered dogs are less likely to run away to find a mate when female dogs are in heat, mark his territory, mount dogs, and become aggressive.” PETA website (Dog Park Etiquette 101) – “Fix first. Before you head to the park, get your dog spayed or neutered. Male dogs will get along better, and female dogs will be spared a dog park frenzy from being in heat.” Proposed Rule #12 – Male dogs over 12 months of age must be neutered 3 3/3/2017 AKC website – “The American Kennel Club also encourages pet owners to consider spaying or neutering their dogs at an appropriate age if they do not want to participate in AKC conformation events or engage in responsible breeding programs.” 4 3/3/2017 Protect dogs and handlers from possible exposure to irritating or toxic substances ESDPA cites following reasons to ban chemical sprays Chemical spray formulas are unregulated and can contain varying amounts, or strengths, of toxic or irritating substances Use of pepper spray has been banned in military combat due to harmful effects on humans Use of sprays on pets can cause unintended consequences for pet or handler Proposed Rule #13 – Use only water to defend or break up dog fights 5 3/3/2017 ESDPA is proposing these new rules to help alleviate negative experiences at the Dog Park 6
