Minutes 1961-10-10 :-~90 P,rroyo Grande, Calif. October 10, 1961 The City Council met in regular session with Mayor Burt presiding. Present were Councilmen Lee, Pence, Jacobs and Hartwig. The minutes of the regular meeting of September 26, 1961 were approved as prepared. Councilman Jacobs asked if the freeway landscaping was now complete and Lowell Kraatz said all the planting had been finished. The request of the United Pacific Insurance Company to release the bond on Tract 153 was taken under discussion. A letter was read from Jack Webster requesting the bond be held as he had not been paid for the work he had done on the Tract under contract with Mr-. Williford. Mr. Harris advised the Council to hold any action on the Bond until a later meeting, as the improv~ments in the tract have not been completed. ORDINANCE NO. 155 AN ORDINANCE OF THE CITY OF ARROYO GRANDE AMENDING SECTION 3.~ (4) ~1~' ORDINANCE NO. 150 OF THE CITY OF ARROYO GRANDE, ENTITLED - "AN ORDINANCE OF THE CITY OF ARROYO GRANDE: PROVIDING FOR LICENSING OF ALL DOGS: PROHIBIT- ING UNLICENSED DOGS FROM RUNNING AT LARGE WITHIN THE CORPORATE LIMITS OF THE CITY OF ARROYO GRANDE; AUTHORIZING THE IMPOUNDING OF DOGS: SETTING FORTH THE POWERS AND DUTIES OF THE POUNDMASTER, PROVIDING RULES AND REGULA- - TIONS FOR THE CONTROL OF OTHER TYPES OF ANI- MALS AND SETTING FORTH MISCELLANEOUS RELATED • RULES AND REGULATIONS; REPEALING ALL ORDIN- ANCES AND PORTIONS THEREOF IN CONFLICT HERE- WITH: AND PROVIDING PENALTIES FOR VIOLATIONS." On motion of Councilman Lee, seconded by Councilman Pence, and by the following roll call vote, to-wit: AYES: Mayor Burt, Councilmen Lee, Pence, Jacobs, and - Hartwig. RESOLUTION NO. 502 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE IN SUPPORT OF THE CAL POLY MERCY BOWL FOOTBALL GAME: On motion of Councilman Hartwig, seconded by Councilman Jacobs, and by the following roll call vote, to-wit: AYES: Mayor Burt, Councilmen Lee, Pence, Jacobs, and Hartwig NOES: None ABSENTs None ~ the foregoing Resolution was adopted this lOth day of October, 1961. A motion was made by Councilman Jacobs, seconded by Council- man Hartwig, that the petitians that were presented to the ~~1 ; Council for consent to the commencement of annexation pro- ceedings be referred to the Planning Commission and an ad- journed meeting be designated to proceed with the annexation. Al1 members present voted "Aye". Mr. Harris advised Mr. Cole the necessary papers for a sewer district on H~asna Road were being prepared and would take approximately another month. Mr. ~owell Kraatz presented a tentative plan for the drainage study for Young Brothers Market and the Council referred the plan to Mr. Anderson to determine if the plan met City requirements, the work not to be done until an agreement has been p~epared by Mr. Harris. Mr. And~rson was to get bids for different types of heaters for the City Ha11 Annex. RESOLUTION NO. 503 RESOLUTION OF THE CITY OF ARROYO GRANDE DESIGNATING CERTAIN PUBL2C PLACES FOR THE POSTING OF PUBLIC NOTIES, ORDINANCES, RESOLUTIONS AND OTHER TYPES OF PUBLIC NOTIFICATIONS. On motion of Councilman Pence, seconded by Councilman Lee, and on the following roll call vote, to-wit: AYES: Mayor Burt, Council~en Lee,,Pence, Jacobs and Hartwig. NOES: None ABSENTr None °~he forega~img Resolution was adopted this 1Dth day of October, 1961. , Mr. Anderson advised the Council, the new Reservoir was now filled and in operation. Mr. Garey was to be notified to appear at a Council meeting to discuss the 1960-61 taxes on his property. A motion was made by Councilman Jacobs, seconded by Councilman Hartwig, that warrants against the General Fund for $10,461.22, the Water Fund for $33,817.85, and the Water Deposit Fund for $4.00; be approved and ordered paid. All members present voted "Aye". A motion was made by Councilman Jacobs, seconded by Councilman Lee, that Vouchers No. 10 thru No. l6 be approved and ordered transferred. All members present voted "Aye". No further business appearing, the meeting adjourned at 8:50 p.m. to 5:30 p.m. Friday, October l3th, 1961 to dis- cuss the commencement of annexation proceedings.
