Minutes 1962-11-27 a~`Arroyo Grande, California November 2~, 1962 The City Council meet in regular session with Mayor Burt presiding, upon roll call Councilmen Lee, Wood, and Jacobs reported present. Absent was Council- man McNeil. . Minutes of the regular meeting of November 13, 1962 were approved as prepared, Mayor Burt appointed Norman Richardson to serve on the Planning Commission for a two year term retroactive to July 1, 1962, thus bring the total members on the Planning Commission to eight regular and l ex-officio members making a full board, as was the request of the Planning Commission. Tk~e recommet~dation from the Planning Conmmission proposing the regrading of Brisco Road to provide increased sight distance at the Gra~ner School road inter- section was discussed and referred to Mr. Anderson to contact the County to obtain possible participation with the project as Brisco Road is a County ~'osd. 'The Planning Commission recommended the Council obtain an Engineering Council to check plans, etc. that may be submitted by the regular City Engineer. After discussion it was felt this was a very good recommendation and Mayor Burt and Councilman Waod are to contact Engineers and make recommendations. The Streets of Major Importance were approved as presented except the .~'oad planned from Halcyon Road to Valley Road be omitted from the plan at this time. Mr. Harris was instructed to draw up a Resolution for same. Pike Street and Halcyon Rd. intersection was recommended to be widened to an 80' road as more subdivisions are planned for that area which will cr~ate a greater traffic hazard then exists at the present time, Mr. Anderson was instructed to get an estimate ~of the cost. Dave Vordermark representing the Mid-State Bank requested the Council te ~ deposit a p~rtion of the City Funds in that Bank now that the Fair Oaks Area is in the City they felt they contribute considerably to the area and therefore hoped the City wcauld help them by such deposit. Councilman Jacobs stated that the~Bank of America has been serving the City o~ Arroyo Grande very satisfactory for many years, but perhaps something could be worked out to the satisfaction of all concerned, The xeport on the Fire Alar~ system was not ready at this time. On motion of Councilman Lee, seconded by Councilman Jacobs the resignation ~s Civil Defence Directar from Mr. William Angel was accepted. Al1 members present voted "Aye". Mayor Burt appointed Lou Wright to fill the position of Civil Defenee Director. Also authorized payment af expenses fa~ Civil Defense until a budget was aec~~s~ed. Mr. Wright stated he did not wish to submit a budget at the present time, he wished to have Civi1 Defense recognized and look into the possibility of combiri~.~g ~11 five communities under one Civil Defense direction as any disaster we may incounter would affect all ciemmunitties not just one. On motion of Councilman Jacobs, seconded by Councilman Wood that the water main be extended to serve the Catholic School being built be~r~x~d the North City Limits at a cost to the Church of $3.00 per foot plus a$50.00 annexation fee and the City will pay the additional expense to install a 12" line through a conduit u~~ler'the Freeway, which is in line with the City's master plan. Commissioner Schuit~ requested the problem of ponding be reviewed by the Council. Attorney Aarris advised it would be best to wait until a11 Councilman are prea~n~ before this subject was gone into any further. Councilman Wood left the Council, On motion of Councilman Jacobs, seconded by Councilman Lee that tract No.136 be accepted as submitted with no exceptions. All members present Voted "Ay~". Councilman Wood rejoined the Council. On motion of Councilman Lee, Seconded by Councilman Jacobs to dispense with reading the balance of Ordinance No.168. All members present voted "Aye". Mr. Harris reported that the getition submitted regarding the Arroyo Kennels does not constitute a public nuisance as after checking with the residence many of them were not necessarily annoyed by the dogs. Action would have to be taken by the people to enjoin a private nuisance as there is no bases for the City to file a recaurse. Mr. Harris reported Mr. David, if appointed for City Attorney, will with- draw from the Garbage Contract suit and the City will have to hire another attorney to repreaent the City on the Garbage Contract Suit. A hearing regarding a new trail on the Garbage contract is set for Monday. RESOLUTION N0, 559 A RESOLUTION FOR THE SALE OF PROPERTY ON TRA~'FIC WAY TO DON CHRISTIANSON FOR T4T0 HUNDRED DOLLARS. November 27, 1962 - Page 3 A letter from the Five Cities Jr. Chamber of Gommerce was read regarding a seat belt clinic to be held at the Five Gities Shopping Center on December 15th . and 16th, 1962. Mayor Burt instructed a letter be written in reply stating the Council's full approval of this endeavor to eliminate disabling injuries.
