The minutes of the regular meeting of March 12th, 1963 and the adjourned ~~ting of Mareh 18th, 1963 were approved as prepared. a Third ~uarter xeport, dated 25 ~larch 1963, ~as reciened from L. W. ~right, Civil Defense Coordinator and a request for ap~roval for a information bulletin tc~ be distributed to the citizens of the Five ities Area. A~fter discussion, it w~~s agre~d to take no action until a later meeting to gime the ~o~a.ncil time to .faa~i.larize themselves with the information contained in the bulletin, Mayor ~urt requested ~ity Attorney Gou1d advise the ~'ouncil of their status r~~gaxding the appeal of Rev. M. Kenneth Criswell of the decision of the Planning ~'~n~3.ssion granting a Cfondi.tional ~se Yermit to all.ow the eonstruetion o~' a sma11 ~~imal hospital in Western A.dc"tition. At-~orn~y Gould ade:ised the Council that th~ ap~~eal was based s~lely on the wording of the ~onditional ~se Permit, and that intfie event the wording was chan~ed the appellate aould withdraw his apz~eal. Attorney Gould further advised the ~ouncil that in his opinzon the ehanged wording wo~ild nbt increase the restrictions on the developer nor wauld it provide any greater protection t,c~ the ar;,pellate then the prssent wordin~. Glenn Peters~ ,Attorn~g for Rev. Cri~~rell stated that upon the Council's consent to the changing of ~he wording his client would withd:~aw his appeal. On motion of Gouncilman ~ood, seconded by ~'ouncilman ~ee, that the ~onditional Use pernti.t to con~trta.ct a small animal ~.ospital in '~es~Gern Addition be ;ranted subject to the f ollowa.ng conditions: The architec~ural design, and the plans and. speczPications m~ist be approved by the Planning ~ommission prior~to the issuanc~ of:a building permit for the construction of any imporvements on the ~rop~rty. 2, The hospital may not be used: ~ A. As a boarding kennel for animals. 3. ror incineration of bodies C. ~or care of animals other than small animals and household pets. 3. Landscaping had subm~itted an estimate of ~1t,018.00. ~ouncilman Wovd stated t~he department of ~'ubLic Works have planned to put a lock seal over the valves and iflstal.l other safety precautions. Correspondence was received from the San Luis ~bispo Elks Lodge requesting the ~ity participate in their annual Youth in Government ~ay on May 6, 1963, lhe ~ity ~'lerk was instructed to write to t he Lodge notifyin~ them the ~ity would participate and reque;~t that the youths who will ~~xticigate and request that the youth who will participate with Arroyo Grande ity officials be requested to attend the Council meetin~ of April 23rd, ~963. Correspondenee was read by Councilman Wood,, from the I.O.O.F. Lodge, thanking the water department for the prompt service given in repairing water lines to theri property. Larry Foster and Roy Streetrnan requested the debris be cleaned from Sunset L~rive and wanted to know ~ahat had been done about the drainage problem. Mr, Garing gave a progress report on the d.rainage and T~Tayor Burt requested the street department sweep the street after the rains. Mr. Garing was to have a f inal report on the Sunset Drive drainage as soon as possible. i`~ayor Burt proclaimed April 15th to i'lprii i9tn, 1963 as "Clear_-Up G~eekrr~ with ~ity crews makin~ pickups to completely cover the Cit~r once. Permission w~s granted f~r Mr. Anderson and l°jr. ~hite to a-Gtend the Soil ~:ngineering Seminar at Ca]. Poly for :four days, th.e registration fee of p5.00 each to be paid by the C,ity. Mr. Anderson advised the Council, I~Ir. '~ob is'arrister, of P.G. & E. would speak on the new plant to be installed on the ,~Zesa, at the Chamber of ~ommerce luncheon~ I~arch 27th~ lgb3. and invited the Cour:cil to attend. ~ A motion was made by CoiAncilman Zee, seconded b~r Councilman McNei?, that warrants against the General Fund for-~8,55~..1s, ~he ~rlater Pund for ~5p0.00, and the Water Deposit Fund for ,~58.39.
