A.bsent was Councilman Wood.. - The minutes of the regular meeting of May 14th, 1963 and. the ad.journed meeting of May 20th, 1963 were approved as prepared.. On motion of Councilman McNeil, seconded by Councilmsn Lee, a~nd. by the following roll call vote, to-wit: AYES: Councilmen Lee, McNeil, Jacobs and Mayor Burt. The Ord.inance regulating bees was taken under discussion. A motion was mad,e by Councilman McNeil, seconded. by Councilman Jacobs, ~ that the read.ing of the Ordinance be d.ispensed•with as all Councilmen were familiar with the contents. All members present voted.t'Aye". Lou Wright, Civil Defense Coord.inater presented a copy of the proposed.Civil Defense and. Disaster Plan for the City of ~rrayo Grgr~de to the Council and. briefly reviewed. the eontents. No action was t~ken re~ard.ing the plan as the Council,desired. more time for review. The Council approved, the amount of $5d0.00 be budgeted to cover the cost of append.ix ad.d.itions to the Civil Defense Plan, as they are prepared, as requested. by Mr. Wright. Mr. Garing, City Engineer, presented the plans and. profiles for the improvement of Elm Street. After d.iscussion, it was agreed, to hold any action until a later meeting. York Peterson submitted. a tentative report on the Regional Sewage District report submitted. by Mr. Jenks and advised. the Council he would. submit the report in final form. The Council approved. re- taining Mr. Peterson on a ad.visory basis during the preparation of the opera~ional proced,ures of the overall sanitation district. Mr. And.erson ad,vised. the Council payment had been received. for the total cost of the North Elm Street sewer line extension. The Council approved. repayment to Cueto, Ward. and Rider for Lot 5 Block 2 and. Lot 7 Block 2, Tract 161, paid. for by them, as the praperty owners did not participate, and. a 20%a penalty to be'~aid to the City for bookkeeping costs if payment has not been received within 30 days. 413 Arroyo Grande City Council - May 28th, 1963 - Page 2 , Commissioner Schultz read the recommendation ~rom the Planning Comt~ission that Tract No, 273 be rezoned.from RA-B3 to R-l. Councilman Wood. stated. as he had. an interest in Tract No. 273 he would.not participate in any Council action regarding the tract. A motion was mad.e by Councilman Lee, second.ed. by Councilman McNeil, that a hearing be set for 8:00 P.M. June 25th, 1963 to consider the rezoning of Tract No. 273. Council- men Lee, McNeil, Jacobs and. Mayor Burt voted. 'tAyetf . Councilman Wood did not vote. Correspond.ence was received from some property owners on Sunset Drive requesting the City take some action on a lot being used. for storage for d.iscarded cars and. old. lumber. Chief Richardson ad.uised. the Council he was aware of the situation an~ had contacted the owners involved and. they had. told him they would clean the lot. The Council approved. the use of the City lawn mower for the , Little League'Ball'Far~C., provid.ed a city employee operated the mower. Employee ~to be paid. for extra time. A motion w~s mad.e by Councilman Lee, second.ed. by Councilman Wood, that Councilman Jacobs be granted permission to be out of the State from June lOth to June 24th, 1963. Special Session The City Council met in special session with Mayor Burt presiding. Gouncilmen Lee, Wood and McNeil reported present. Councilman Jacobs was absent, The reparts regarding the applications for the p4sition of Gity Administrator submitted from the administrative officers of Lompoe, San Zuis Obispo and Paso Robles were reviewed and the applications for the position were checked by the Council. After discussion and analysis Councilmaxt Zee was granted permission to leave the meeting at 7:32 P.M. The City C~erk was instructed to write to f our of the appl~;e~ cants, inviting the~a for a personal interview starting at 7:00 P.M. Friday, June 28, 1963 with travel allowance not exceeding $50.00 approved.
