R 2222 -. ~ RmOLUTION NO. 2222 A RESOLUTION OF WE CITY OOUNCIL OF THE CITY OF ARROYO GRANDE APPROVING LOT SPLIT NO. 88-453, '104 BRAHaI MILL ROAD (MILTON AND MARY HAYFS) WHEREAS, the Oty Council of the Oty of Arroyo Grande has considered Lot Split 88-453 in accordance with Owpter 3 of the Subdivision Ordinance of the Oty of Arroyo Grande; and WHEREAS, the Oty Council has found that this project is consistent with the General Plan and the EnviromJental Docunents associated therewith, and a Categorical Exanption has been declared under the provisions of the Oilifornia Envirorrnental Quality Act (CEQA); and WHEREAS, the Oty Council has further found that this project is consistent with the Zoning Ordinance of the Oty of Arroyo Grande; and WHEREAS, this site is physically suitabJe for the propa;ed type and density of development because 8ll yards, open spaces, setbackS, fences and walls, parking areas and other features can be acccmnodated; and WHEREAS, the propa;ed subdivision design is not likely to cause suootantial and considerable damage to the natural enviroMJent, including fish, wildlife or their habitat; and WHEREAS, said Lot Split was referred to various Oty Departments, the Staff Advisory Carrnlttee and the Planning Calrnission for recoomendation. NOW. THEREFORE. BE IT RESOLVED that the Oty Council of the Oty of Arroyo Grande hereby approves said Lot Split No. 88-453 subject to the following conditions: Aanning Dep6rtment: 1. The grading of the propa;ed access roads along the top shall be limited to light scraping for vegetation removal. The road base shall be placed on top of the ground to avoid further damage to the midden. Improvenents to the existing I'OI.Id up the bluff at the front of the property shall be limited to paving only above the 200' contour line. No grading shall occur above this point on the I'OI.Id. 2. Sufficient sterile fill shall be emplaced on top of the midden at any house Jocation in sufficient depth to pennit excavation of house footings and utility trenches totally within the sterile fill. 3. Sewer and water line trenches outside the fI1Jed areas shall have sub--surface auger test holes dug prior to excavation, and the excavation itse1f monitored by an archaeological team. Additional test holes shall be excavated to define the extent of the in situ site and the cIisturbed midden, and to detennine the sub-surface structure of the prehistoric cultural deposits and their contents. Pub1ic WorIcs Dep8rtment: 1. The applicants shall instaJl a remote water meter tor Parcel 2 on Los OJivos Lane prior to ~tioo of 1Ina11D11p. as required by the Public Works Director. 2. The applicants shall provide for sewer and water main extension prior to recordatian of final map, as required by the Public Works Director. 3. The applicants shall provide a slxteen-foot-wide paved drive to access Parcel 2 prior to recordfltion of finallDllp. 4- The applicants shall construct frontage improvements on Los OJivos Lane prior to reoordII.tian of finallDllp, as required by the Public Works Director. 5. A grading and drainage plan win be required prior to ft!COI'datian of finalllllp. 6. All utilities shall be underground. The applicants shall provide a water line easement along the south property lines of both parcels, or an approved alternative alignment, and dedicate same with fmal map. Fire Dep8rtment: 1. Emergency vehicle access to Oty standards shall be provided prior to recordation of final lOOp through Parcell to Parcel 2 if access for fl1'e vehicles is not negotiable off of Los Olivos Lane, as detennined by the Fire Department. 2.
