CC 2017-03-28_09e Council Appt to DPAB MEMORANDUM TO: CITY COUNCIL FROM: ROBERT McFALL, INTERIM CITY MANAGER SUBJECT: CONSIDERATION OF COUNCIL APPOINTMENT TO DOWNTOWN PARKING ADVISORY BOARD DATE: MARCH 28, 2017 RECOMMENDATION: It is recommended by Mayor Pro Tem Brown that the City Council approve the appointment of Kevin Delaney to the Downtown Parking Advisory Board. IMPACT TO FINANCIAL AND PERSONNEL RESOURCES: There is no fiscal impact from this action. BACKGROUND: City Council policy sets forth appointment procedures for the City’s Commissions, Boards and Committees. Policy No. 4 of the City Council Operations Manual, Section 3 states that the Mayor and each member of the Council shall recommend a representative to the various Commissions, Boards and Committees, subject to the approval by a majority vote of the Council. All Commission and Board Members serve at the pleasure of the Council. ANALYSIS OF ISSUES: A vacancy has occurred on the Downtown Parking Advisory Board due to the resignation of Kari Ziegler, effective January 29, 2016. The term for the seat expires January 31, 2019. Kevin Delaney, owner of Old Village Grill, has submitted an application and is recommended for appointment by Mayor Pro Tem Brown. Members of the Downtown Parking Advisory Board are not required to live in the City of Arroyo Grande but are required to own a business in the Village within the Parking and Business Improvement Area. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: - Approve Mayor Pro Tem Brown’s recommended appointment; - Do not approve the recommended appointment; or - Provide direction to staff.
