SUBJECT: CONSIDERATION OF AN AWARD OF CONTRACT TO SOCAL
PACIFIC CONSTRUCTION CORPORATION FOR CONSTRUCTION OF
THE MANHOLE REHABILITATION PROJECT, PW 2017-03

RECOMMENDATION:
It is recommended the City Council:
1. Approve the construction plans and specifications for the Manhole Rehabilitation
Project, PW 2017-03;
2. Find that the project is categorically exempt from CEQA pursuant to CEQA
Guidelines Section 15301(b);
3. Direct the City Clerk to file a Notice of Exemption;
4. Award a contract for the Manhole Rehabilitation Project to SoCal Pacific
Construction Corporation in the amount of $91,217.31;
5. Authorize the City Manager to approve change orders for 10% of the contract
amount, $9,121.73 for unanticipated costs during the construction phase of the
project (total construction costs = $91,217.31 + $9,121.73 = $100,339.04); and
6. Allocate $22,200 from the Sewer Fund for the project.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The FY 2016/17 Capital Improvement Program Budget includes $110,000 for the
subject project. The total cost for the project is currently estimated at $132,200. Staff is
recommending an appropriation of funds from the Sewer Fund. The current unallocated
Sewer Fund balance is sufficient to fund this request. The proposed project expenditure
budget is listed on the following chart:

BACKGROUND:
The manholes downstream from Lift Station No. 1 are exhibiting signs of corrosion due
to high concentrations of hydrogen sulfides typically found downstream of force main
discharge points. The manholes are located on El Camino Real from south of
Stonecrest Drive to the Brisco Road Intersection, through the Arroyo Grande cemetery,
on Bennet Avenue to Rabobank, and along Bennet Avenue to East Grand Avenue.
Although it was evident that corrosion is occurring in these manholes, the extent of
deterioration was not known. Therefore, a preliminary investigation and evaluation of
the manhole conditions was performed that was used to develop construction
documents for repair and/or replacement of the manholes.
Observation of the manholes indicated varying levels of corrosion of the concrete
surfaces in all manholes. In general, manholes located along El Camino Real and
through the cemetery exhibited corrosion on the manhole walls including several with
exposed aggregate. Downstream of the intersection of Brisco Road and El Camino
Real, the manholes exhibited signs of deterioration of the channel and bench likely due
to the higher flows through this section. A bench is a half-round channel cast in the
concrete at the bottom of a manhole to direct discharge when the flow is low. In general,
the manhole frames and covers on all of the manholes appeared to be in relatively good
condition. Multiple manholes also exhibited calcium sulfide deposits, failing coatings,
and deposits in the channels and benches.
ANALYSIS OF ISSUES:
Based on the above observations, it was recommended that all of the observed
manholes be coated to address current and future acid attack from hydrogen sulfides. A
trowel on epoxy liner system that has been used successfully by the City was identified
as an appropriate application for the project. In addition, where significant concrete loss
has occurred, resulting in exposed aggregate, a repair mortar is to be applied prior to
application of the coating material in order to provide a uniform surface for anchoring as
well as to reduce the coating quantities required. Where benches and channels require
repair, an epoxy repair mortar will be used since these areas are typically not coated.
Since the manhole frames and covers appeared to be in good condition, replacement
will not be required.

Staff worked with a consultant to prepare plans and specifications for the recommended
repairs. The project was advertised for construction bids and on April 25, 2017, three
bids were opened for the project. The lowest bid from SoCal Pacific Construction
Corporation was in the amount of $91,217.31. The bid has been determined to be
responsive and SoCal Pacific Construction Corporation to be a responsible bidder. The
award of a construction contract to SoCal Pacific Construction Corporation is
recommended.
The contract time is 60 calendar days. Work is expected to be accomplished during
June and August of 2017.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Approve staff’s recommendations;
2. Do not approve staff’s recommendations and request further information;
3. Modify staff’s recommendation and approve; or
4. Provide direction to staff.
ADVANTAGES:
Applying a coating to the corroded manholes will protect the walls from further corrosion
and stop potential infiltration. The manholes are structurally sound, which allows for
repairs now as opposed to costly replacement later. The manholes do not have to be
out of service during coating. This repair technique is routinely used to line and coat
manholes throughout the City’s sanitary sewer system and has a lifetime of
approximately eighty (80) years.
DISADVANTAGES:
Funds used to make the recommended repairs may be diverted from other future
projects.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Guidelines Section 15301(b) for the repair and maintenance of
existing facilities used to provide sewerage.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
