Require Lots 5-7 to have detailed articulation and/or additional screening on the rear building elevation facing the street to improve the aesthetic views from Grace Lane and Rodeo Drive. 15 15 Planning Commission COA 19: Viewshed considerations of proposed homes shall be included with the Architectural Review permit application; COA 23: Tract perimeter fencing shall be split rail with no climb mesh wire similar to fencing found in Rancho Grande Estates except along the rear property line, which shall be decorative metal fencing consistent with the adjacent neighborhood. Tract perimeter fencing shall be installed as part of the public improvements. COA 26: A 15’ wide construction slope easement shall be included on the final map for constructing a retaining wall should the offer of dedication be accepted to realign Grace Lane. 5/09/17 16 16 Planning Commission (Cont’d) COA 28: The developer shall eradicate the Pampas Grass on site prior to final map using a method approved by the Community Development Director. COA 29: Lot 5 can be accessed from either Grace Lane or via a shared driveway with Lot 4. If Lot 5 is accessed from above, a maintenance agreement between the owners of Lots 4 and 5 shall be recorded for the shared access. COA 83: Infiltration basins shall be designed based on soil tests. Infiltration test shall include adequate borings depth and frequency to support design recommendations. The infiltration basins shall be landscaped according to Condition No. 34, and shall be maintained through a maintenance agreement, approved by the City Attorney. 5/09/17 17 17 Planning Commission (Cont’d) COA 103(e): At a minimum, all pruning shall comply with the American National Standards Institute (ANSI) A300 Pruning Standards and Best Management Practices. An independent certified arborist, paid for by the developer and selected by the Public Works Director, shall conduct all pruning on site. COA 83: … The infiltration basins shall be landscaped according to Condition No. 3134, and shall be maintained through a maintenance agreement, approved by the City Attorney. 5/09/17 20 20 Recommendation 5/09/17 It is recommended the City Council: Introduce an Ordinance amending Ordinance No. 355 C.S. “Royal Oaks Estates” to increase the maximum allowed density within Planned Development 1.3; and Adopt a Resolution adopting a Mitigated Negative Declaration and approving Vesting Tentative Tract Map 16-001 subject to the conditions of approval. 21 21 5/11/2017 20 22
