We provide financing and tech- nical assistance to developers, housing sponsors and local governments to support this mission. We strongly encourage you deny the appeal of the planning commission's approval of the Pike Place Apartments, at South Elm Street and The Pike. The project complies with the zoning and meets all of the city's development standards. There is no reasonable basis for denying it. Our county has a severe shortage of rental housing and, as a result, local rents are extremely high when compared to local incomes. While HUD considers rental housing to be affordable if the tenants pay no more than 30% of their gross income for rent and utilities, 60.9% of local renters pay more. HUD considers those who pay more than half of their income for shelter to have a severe housing cost burden. In our county, 35.8% of the renters have a severe housing cost burden. This is higher than the rates in most of the country, including such high rent areas as San Francisco (22.3 %) and New York City (27.6 %). Please allow the Pike Place Apartments to be built so that our rental housing stock will keep up with the demand created by nurses, teachers, secretaries, mechanics and others who are critical contribu- tors to our economy and members of our community.
