We the undersigned County Administrative Officer and City Managers conceptually
concur with the following contingency funding scenario for the Economic Impact
Analysis/Fiscal Impact Analysis (EIA/FIA, respectively) and strategies to address economic
impacts of the Diablo Canyon Power Plan retirement. The contingency plan would only be
activated in the unanticipated circumstance that the Joint Proposal and associated settlement
agreement associated with Pacific Gas and Electric's application to retire DCPP is rejected. The
EIA will evaluate the broader economic impacts in the region (like the housing market,jobs,
industries impacted on a county-wide perspective). The FIA will be a jurisdiction-specific
assessment of the fiscal impacts (like sales tax, property tax and TOT revenue impacts). The
FIA will be produced for all seven cities in the County and for eight geographical areas as
defined by the County The second part of this effort will be developing the strategies to address
the impacts.
As you may recall, there is $400,000 in the Community Impact Fund earmarked for this
purpose. The County has budgeted $200,000 in 2017-18 that will front the money to pay for the
study (the County will be reimbursed from the $400,000). If these studies/strategies costs more
than $200,000, the County will ask the Supervisors to appropriate additional funding. If the study
costs more than $250,000 (as outlined in the contingency plan), a revised funding plan would be
negotiated.
It is acknowledged that this approach not be considered a precedent for future cost
-- ing for related matters.

This letter is to follow up on a discussion you had with Thea Tryon and Katie DiSimone in our office on May
4,2017.You asked that we prioritize our investigation and take action regarding potential falsification of
reported data required by the South County Sanitation District's NPDES permit.You mentioned that the
alleged violations were caused by an employee of the District, and that you are pursuing a personnel action
against the employee,and we should therefore act quickly to avoid negative press coverage.
Ms.Tryon explained that we have established priorities for enforcement cases in our regional office,and that
the State Water Board's Office of Enforcement, not the Regional Board,handles issues regarding system
operators.The Office of Operator Certification may also investigate issues involving operators.
In addition,our enforcement actions are separate and distinct from the District's internal personnel actions.
Any investigation that we or the Office of Enforcement conducts will be an objective investigation of the
District.As such, please do not discuss the Districts internal personnel actions with Water Board staff or try
to influence Water Board staff in this regard.We consider personnel actions to be confidential,and we do
not prioritize or conduct our investigations in relation to the Districts personnel actions.
