SECTION 1. Section 2.3, 2.4 and 2.5 of Ordinance 395 and
399 are amended as follows:

SECTION 2.
This Amendment to Ordinances 395 C.S. and 399 C.S. is
declared to be necessary as an urgency measure pursuant to
Section 65858 of the California Government Code for the
reasons set forth hereinabove.
SECT1:0N 3.
3.1 Within fifteen days after the adoption of the
Ordinance, the City Clerk.' shall certify to the adoption
hereof and shall cause it to be publishec1 once, togcther
with the names of the Council Members voting thereon, in a
newspaper of general circulation within the City and posted
in at least three public places within the City. However,
failure to publish or post for any reason shall, not affect
the validity of the Ordinance.
3.2 This Ordinance shall become effective immediately upon
the date of its adoption by a 4/5 tho vote of tho City
Council.
On motion of Council Member Moots , seconded by
Council Member. Sm.i. th , and on the following roll
call vote, to wit:
AYES: Council Members Moots, Smith, Olsen, Dougall and Mayor Millis
NOES: None

The foregoing Ordinance was adopted by the City Council and
signed by the Mayor and attested by the City Clerk this 11th
day of July , 1989. -
