TRAFFIC SURVEY AT MASON & BRP,NCH 'i'rie Council-reviewed a letter and data compiled by the State Departm~nt of Transportatiori (CALTRANS) regarding a traffic survey made at the intersecti~~n of Branch and Mason Streets in response to a request for a traffie signal"at t~is ~.ntersection made by Andrew David and subsequently by the City. CALTRANS i,~.dica- ~ed that traffic volumes on these streets are not sufficient to justif~ ins~alla- tion of a signal system." The letter and data were directed to be subz~~.tted.' to the Park~.ng & Traffic Commission for its information and consideration. REPORT - ZONE 3 ADVISORY COMMITTEE MEETING - MILLIS Councilanan Mi11is reported o~ the Ma.y 22, 1975 meeting of the Zone 3 Advisory ~o~r?ittee, as follows: monthly reports on the attendance and revenue ~rom ~he Lopez Recreation Area, and activities at the Treatment Plan, were received, with the latter report including information tha.t a 66' tear in the tank canopy ~a,d been patch~d., Discussion had also been held on Cauncilman Millis' recommendatiQe~ that Zone 3 s~aitGh to a calendar year to give a better idea to Lopez Water subsc~ibers rahere they stand as far as their contracted water allocation. The ma~ter':~~.ll be pursued further at a future meeting.' Budgets for the Recreational Area and~: Trea~ment Plant were also received and approved, and submitted to the Board,Qf Supervis~rs. 1'~ae main iss'ae of discussion at the Zone 3 meeting ha.d been a x~por~ by County Engine~rs W~.11y Burt and Clint Milne, recommending the selling o€ "s~trplus"' water from the Lopez Dam. It had been pointed out that the Board of Superv~sQrs has the ~.u*_hority to se11 the water without approval of the other contracti~.g agencies and it also has the right to sell it to an area outside of tne Zon~'3 district. The Council reviewed a report and recommendations on the m~.tter~prep~.red ~y Councilman Millis and City Engineer Garcia, the City`s representat:i.ves t~ the Zone 3 Advisory Ca~nittee. The Couneil generally agreed that it is premat~x'e to come up with a"safe yield" for the dam and that "surplus" water must be s~~red for dry yeaYS, which was subs~antiated by a graph prepared and presented by Ai Browne o~ Arr~yo Grande, which estimated inflow and outflow of`the Lopez D~rn ~rom " 1922 through 1974. TI~P definition of "s~.rplus water" was pursued, with the CounciJ. genexally agreeing that it sh~uld be defined as follows: "The difference between tk~e`use of eontractual allotments and the safe annual yield'o" After further Counc~.1 dis- cussion, a study session on the matter was set for 7:00 P.M. on June 4, 1975 with invitations to C1int Milne and Supervisor Mankins to attend. At the urging of ~ouncilman Millis, because a request for surplus water has already bee~ sub~n~.tted to the Gounty, Adminis~rator Butch. was directed to write Clint Milne of th~ Cou~ty Engineer's Office requesting that action on the request for surplus water l~e held off for now, pending further study of the matter. ~TOTICE RE. The ending balance sti.ll shdws a net credit to the City of $774.54, as total revenue from the City was indicated as $5,357.77 and total expenditures at $4,583.23.
