BERGMAN, CITY MANAGER BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION TO APPROVE CONSTRUCTION PLANS AND SPECIFICATIONS AND ENVIRONMENTAL EXEMPTION FOR THE 2017 STREET REPAIRS PROJECT, PW 2017-04 DATE: AUGUST 8, 2017 RECOMMENDATION: It is recommended the City Council: 1. Approve the construction plans & specifications for the 2017 Street Repairs Project, PW 2017-04; 2. Authorize the City Clerk to advertise for construction bids; 3. Find that the project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Guidelines Section 15301(c); 4. Direct the City Clerk to file a Notice of Exemption. SUMMARY OF ACTION: Take action to solicit bids for street repairs throughout the City. Bids are due by August 29, 2017, with work scheduled for October and November 2017. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: An allocation of $845,000 is available in the Capital Improvement Program budget pavement management program account for FY 2017/18. It is estimated that approximately $50,700 will be carried over from FY 2016/17 for a total available budget of $895,700. Based on this budget, it is estimated there will be enough funds to complete the Base Bids for both the 2017 Street Repairs and 2017 Street Resurfacing projects. BACKGROUND: The 2017 pavement management projects were designed to include separate projects for Street Repairs and Street Resurfacing (slurry seals). Item 9.d. - Page 1 CITY COUNCIL CONSIDERATION TO APPROVE CONSTRUCTION PLANS AND SPECIFICATIONS AND ENVIRONMENTAL EXEMPTION FOR THE 2017 STREET REPAIRS PROJECT, PW 2017-04 AUGUST 8, 2016 PAGE 2 For the 2017 Street Repairs project, street surface repairs which involve the grinding and repaving of isolated pavement failures are to be performed on several streets. Dependent upon the encountered condition, additional material may need to be removed from the roadway subgrade and stabilized as needed. The roadway structural section is then rebuilt through the placement and compaction of base rock and asphalt pavement. Areas where these repairs will be performed include East Branch Street between Traffic Way and Mason Street, and the Crown Hill Street/Le Point Street neighborhood in the vicinity of Paulding Middle School. Staff will perform additional coordination and noticing in these area with the both the businesses and the Lucia Mar School District. In addition, the project specifications restrict working hours in these areas as well as restrict work from occurring during the Harvest Festival or Trick-or- Treating in the Village to help to minimize disruption. It is anticipated that the repair work will be accomplished in October 2017. Two streets included in the project, North Oak Park Boulevard (north of James Way to City Limits) and Los Berros Road (Valley Road to Century Lane), will receive overlay treatments – North Oak Park Boulevard as part of the base bid and Los Berros Road as a bid alternate. These two road segments have deteriorated to the point that a routine slurry seal would not be an adequate treatment. Because pavement overlays are considered an alteration of a street under the Americans with Disabilities Act (ADA), the work triggers the City’s obligation to provide ADA compliant curb ramps where pedestrian walkways intersect the resurfaced street. Therefore, a total of four (4) curb ramps will be upgraded as part of the overlay work on North Oak Park Boulevard due to this Federal requirement. Additionally, the project includes the repair of uneven pavement adjacent to an existing concrete crosswalk on Courtland Street. For the 2017 Street Resurfacing project, a slurry seal application will be applied to the street segments that received repairs as part of the 2017 Street Repair project. Since resurfacing contractors are typically not equipped to perform roadway repairs or reconstruction, it is prudent to have the work separated into two projects to be performed by two prime contractors which helps eliminate the need for a prime contractor to hire subcontractors and pass along potential mark-up costs to the City. ANALYSIS OF ISSUES: The success of the City’s pavement preservation program is the application of the right treatment and rehabilitation techniques, to the right pavement, at the optimum time in the pavement’s life, to save or delay future expenditures. Bid Alternate No. 1 would add an extra 10 working days. Should successful bids be received and a construction contract awarded, work is expected to be performed during October and November 2017. Plans and specifications are available for review at the Public Works Department. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Approve staff’s recommendations; 2. Do not approve staff’s recommendations and request further information; 3. Modify staff’s recommendation and approve; or 4. Provide direction to staff. ADVANTAGES: The street surface repairs will provide a stable surface to facilitate the application of slurry seal membranes with a separate project to follow immediately after. The repairs reduce project costs by addressing areas with the most significant repair needs prior to the slurry seal application, which reduces the need for a more costly full reconstruction project. DISADVANTAGES: There will be traffic inconveniences to the travelling public during construction. Staff will monitor the traffic control to conform to the requirements of the Municipal Uniform Traffic Control Devices manual (MUTCD) to mitigate any negative effects. City inspectors will be at the site during all phases of the operations to make adjustments for isolated instances (driveway access, etc.). ENVIRONMENTAL REVIEW: The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline Section 15301(c) covering the repair and maintenance of existing highways, streets and sidewalks.
