CC 2017-09-12_09i Replacement of VFD_Lift Station No 1 MEMORANDUM TO: CITY COUNCIL FROM: SHANE TAYLOR, UTILITIES MANAGER SUBJECT: CONSIDERATION OF AN APPROPRIATION OF FUNDS TO REPLACE A VARIABLE FREQUENCY DRIVE AT LIFT STATION NO. 1 DATE: SEPTEMBER 12, 2017 RECOMMENDATION: It is recommended the City Council approve an appropriation of $15,000 from the Sewer Fund balance to replace a Variable Frequency Drive (VFD) at Sewer Lift Station No. 1. SUMMARY OF ACTION: Approve funds to replace a Variable Frequency Drive at Sewer Lift Station No. 1. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The replacement VFD which was not budgeted in FY 2017/18 will deplete the Sewer Fund Balance of $1,640,499.25 by $15,000.00. BACKGROUND: Sewer Lift Station No. 1 was rebuilt in 2007. As part of the rebuild, new pumps/motors were installed powered by variable frequency drives to improve efficiency and to reduce energy use. There are two (2) pumps and two (2) VFD’s. Earlier this year one VFD failed and was replaced with a new spare drive already in our inventory. Since both drives were the same age, staff believes the best practice is to replace the other VFD before it fails. ANALYSIS OF ISSUES: Sewer Lift Station No. 1 is the City’s largest sewer lift station. It pumps approximately 200,000 gallons/day of raw sewage from Oak Park/West Branch Street up to the top of West Branch Street by the theater and then under Highway 101, ending up in a manhole on El Camino Real. A failure of this station would cause an overflow into Meadow Creek. ALTERNATIVES: 1. Appropriate $15,000 from the existing FY 2017/18 budget of $25,000 to replace the drive; 2. Do not approve the appropriation; or 3. Provide other direction to staff. DISADVANTAGES: The purchase and installation will reduce the sewer fund balance by $15,000. ENVIRONMENTAL REVIEW: No environmental review is required for this item.
