MINUTES
~EGULAR MEETING OF THE CITY COUNCIL
TUESDAY, SEPTEMBER 13,1988
COUNCIL CHAMBERS, 215 E. BRANCH STREET
ARROYO GRANDE, CALIFORNIA
The City Council met in regular session at 7:30 P.M. with
Mayor Howard Mankins presiding. Also present were Council Members
Dorace Johnson, Mark M. Millis, Gene Moots and D. G. Porter.
FLAG SALUTE AND INVOCATION
Mayor Mankins led the Pledge of Allegiance to our Flag, and
the Rev. Kenneth Beene of Landmark Missionary Baptist Church
delivered the invocation.

CONSENT AGENDA
Referring to item C.14., Mayor Mankins asked if the low bid
of $7,406.00 was the one accepted by the City, and city Manager
Chris Christiansen answered in the affirmative.
Moved by Moots/Johnson (5-0-0) to approve Consent Agenda Items
C.l. through C.14., with the recommended courses of action.

REPORT BY MAYOR REGARDING ARROYO GRANDE COMMUNITY HOSPITAL
Mayor Mankins said that he and Mr. Christiansen had met with

the Hospital Staff, who thanked the City for the Resolution
supporting the ,upgrading and expansion of the Hospital. Mayor
Mankins said the Hospital management would be announcing plans for
the future of the facility between October 1 and 15, 1988.
PUBLIC HEARING ON THE DRAFT FINAL LONG RANGE PLANNING REPORT
Long Range Planner Sandy Bierdzinski referred to the September
13, 1988 memo of Planning and Building Director Doreen Liberto-
Blanck. She said the Long Range Report had been prepared by an Ad
Hoc Committee and covers planning issues for the next 10 to 20
years in the City. She pointed out on a map labeled Exhibit "A"
additions to the City's Sphere of Influence made at the Council's
June l4, 1988 Study Session. She also circled on the map two
additional requests for inclusion in the sphere of Influence,
namely property at 821 Valley Road and property adjacent to 789
Valley Road. She also pointed to an "X" on the map and said it was
a area in the City's Sphere of Service inadvertently omitted from
the previous map. She listed the major revisions made to the
report at the Study Session, and recommended that the Council adopt
the recommendations outlined in the Long Range Report.
Mayor Mankins asked if any thought had been given to
increasing the area around the City that could be annexed in order
to provide a protective buffer. A discussion followed concerning
the eventual necessity of providing services to annexed areas.
City Attorney Art Shaw said agriculture is really inconsistent with
incorporation, and that there would have to be agreements early on
with the property owners. There was more discussion on pre-zoning
annexed land, and the problem of the City's water supply being
affected by wells on the perimeter of the City.
Mayor Mankins opened the Public Hearing to the floor.
LARRY ALLEN, Senior Air Quality Specialist with San Luis
Obispo County, said there was a need for better. communication
between the City and the Air Pollution Control District, and that
projects are being approved on the basis of inadequate information.
He said he would like to encourage the Council to view air quality
as a vital resource.
Mayor Mankins closed the Hearing to the floor.
Mayor Mankins said the Council had received letters dated
September 11 and 9, 1988, requesting inclusion in the City's Sphere
of Influence from VIRGINIA WILSON of 821 Valley Road and from H.
ROSS AND DIANA M. COX of 789 Valley Road. After discussion
concerning the requests, Council Member Moots moved to include the
two parcels in the City's Sphere of Influence. The motion died for
lack of a second.
council Member Millis said no Council action was necessary on
this matter because the Long Range Report is merely for guidance
and not legally binding.
It was moved by Moots/Porter (5-0-0) to direct the Staff to
study the requests and report back to the Council.
Mayor Mankins asked the Staff to study incorporating into the
General Plan Update a statement about zoning commercial areas so
that shopkeepers could live at their business sites.
During the discussion of the adoption of the Long Range
Planning Report, Council Member Millis said he agreed with most of
the Report, but had reservations about some statements on the State
Water Project and some parts of the Circulation section.
Moved by Moots/Johnson (5-0-0, Moots, Johnson, Porter, Millis
and Mankins voting aye) to adopt the recommendations outlined in
the Long Range Planning Report; to direct Staff to study the two
requests for inclusion of parcels on or adjacent to certain Valley

Road land, and to direct Staff also to consider zoning in the
General Plan UP,date for shopkeepers to live at their business
sites.
PUBLIC HEARING. LOT LINE ADJUSTMENT CASE NO. 88-464. 210 OAKWOOD
COURT TO 259 OAKWOOD COURT (WILDWOOD RANCH). LOTS 31 THROUGH 43 OF
TRACT 741. BONITA HOMES. INC.
Ms. Liberto-Blanck referred to her memo of September 8, 1988,
and said that the planning Commission recommends that the City
Council approve the proposed lot line adjustment.
Mayor Mankins opened the Public Hearing to the floor.
JEFF PITMAN, a representative of the applicant, said he would
answer any questions.
No further speakers came forward, and Mayor Mankins closed the
Hearing to the floor.
Moved by PorterjMoots (5-0-0) to approve the Planning
Commission recommendations.
AGRICULTURAL PRESERVATION PROGRAM
Council Member Porter said that during the recent Area Forums,
the public had expressed an interest in preserving the City's
farmland. He referred to his memo and attachments dated August 30,
1988, and suggested proceeding in an orderly manner, targeting the
desirable farmlands. to be placed in the City's inventory, and
studying land costs, methods of financing, grants available and the
possibility of working in conjunction with other governmental
agencies.
HILO FUCHIWAKI of 398 Coach Road, an Arroyo Grande farmer,
asked questions of council Member Porter.
ELLA HONEYCUTT of 560 Oak Hill Road listed other areas of the
State which are receiving funds for the purchase of farm land. She
said this would be an equitable chance to get funds for this
purpose if the farmers are interested.
After further discussion, Mayor Mankins appointed Council
Member Porter to meet with the City's farmers, form a committee to
study the issue, and report back to the Council. Council Member
Porter asked Vard Ikeda to serve on the committee and he responded
in the affirmative from the audience.
ADJOURNMENT TO CLOSED SESSION
The Council adjourned at 8:35 P.M. to a Closed Session on
Personnel and Litigation.
FINAL ADJOURNMENT
The Council reconvened at 9:50 P.M. and immediately adjourned.
