LONG RANGE PLANNING STUDY SESSION OF THE CITY COUNCIL
MONDAY, JULY 11, 1988

ARROYO GRANDE, CALIFORNIA
The City Council met in a study session on the Long Range Planning
Report at 1:36 P.M. Mayor Pro Tem Dorace Johnson presided until Mayor
Howard Mankins arrived at 1:40 P.M. Also present were Council Members
Mark M. Millis, Gene Moots and D. G. Porter.
Council Member Moots introduced the Long Range Report prepared by
the City Council long Range Ad Hoc Committee. 'He said the report should
be used as a planning tool by the City. He read the Purpose of the Report.
Planning Director Doreen liberto-Blanck explained the Report and
Committee recommendations to the Council.
JIM MC GIllIS of San Luis Engineering requested that a 40 acre parcel
near the Arroyo Grande High School, adjacent and in common ownership with
60 acres already in the City, be included in the City's Sphere of Influence.
He pointed out the area on a wall map. Mayor Mankins supported this request
saying that the parcel gives access to a future El Campo/Highway 101 interchange.
Council Member Millis said he concerned that there be Public Hearings
before any major annexations be made to the City. He said in the early
1980s there was a referendum pertaining to development of this property,
and concerns centered around traffic and drainage.
Mayor Mankins also suggested that a Technical Committee made up of
planning staffs from the Cities of Arroyo Grande, Pismo Beach, Grover City
and the County be organized to meet three or four times per year to exchange
information on future projects.
Public Works Director Paul Karp discussed the Water Storage Section
and recommendations of the Report. Mayor Mankins suggested the City needs
to reserve water for infill. Ms. liberto-Blanck said planners will be tying
resource management into the General Plan and Zoning.
The Drainage Section and recommendations were discussed. City drainage
areas were shown on a wall map.
During the discussion on the Sewer District, the Mayor suggested
that the Report include a recommendation that reclaimed "gray" water be
used, and that a new sewer plant site be required in Arroyo Grande's upper
watershed.
Circulation, Schools, Open Space and Parks and Recreation Sections
and accompanying recommendations were covered. During the Schools discussion,
Parks and Recreation Director John Keisler spoke about the future use of
the building now occupied by lopez Continuation High School.
The Planning Section of the Report was considered. Mayor Mankins
said there needs to be a senior citizen housing incentive program involving
private industry.
Council Member Johnson said the five-year recommendations by the
Parks and Recreation Commission should include cultural activities.
Moved by Porter/Moots (5-0-0) to accept the Long Range Planning Report
dated June, 1988, and refer it to Staff for implementation.
