Minutes 1988-05-17 SP ~ .~ MINUTES COUNCIL BUDGET STUDY SESSION TUESDAY, MAY 17, 1988 COUNCIL CHAMBERS, 215 E. BRANCH STREET ARROYO GRANDE, CALIFORNIA The Council met at 3:30 P.M. with Mayor Howard Mankins presiding. Also present were Dorace Johnson, Mark M. Millis, Gene Moots and D. G. Porter. The Council began the budget discussions with the Fire Department. Fire Chief Doug Hamp explained the State and Federal mandated Hazardous Materials Program being implemented in the City, and the high cost of the program. Mayor Mankins said all expenditures connected with hazardous waste materials should be identified and isolated in the budget. Chief Hamp said a large public education program will be required. Council Member Porter said the public should be informed as to where hazardous materials should be disposed of. Chief Hamp answered questions about the rest of his budget. The Building and Safety Budget was discussed. Council Members Johnson and Porter asked Staff to investigate costs of using contractual janitorial services. Council Member Johnson said preventative maintenance is economy, and should be pursued. Mayor Mankins said a building inventory is needed. Planning Director Doreen Liberto-Blanck said the janitors are doing this, and will be reporting to Chief Building Inspector John Richardson. Other budget activities covered were Animal Control, Public Works Admin./Engineering, Streets/Equipment, Government Buildings, Street Cleaning and Lighting, and Automotive Shop. Parks and Recreation Director John Keisler explained his Park budget and why a new employee and additional equipment are needed. It was Council consensus to cut from this budget the request for' a Top Dressor (spreader) and the additional employee. Mr. Keisler expressed concern about the maintenance .of City park areas and trees. Mayor Mankins said the business community should help in watering the street trees. There was a discussion of fees paying for use of City facilities, and Mr. Keisler said the fees do not cover costs. He said this has always been a community service the City provides. The Recreation Administration Budget also was reviewed. The meeting adjourned at 5:34 P.M. to the.next budget meeting of Tuesday, May 24, 1988 at 3:30 P.M. MAYOR ATTEST: CITY CLERK
