Minutes 1988-05-03 SP ~"" MINUTES SPECIAL COUNCIL MEETING - BUDGET TUESDAY, MAY 3, 1988 COUNCIL CHAMBERS, 215 E. BRANCH STREET ARROYO GRANDE, CALIFORNIA The Council met at 3:30 P.M. with Mayor Howard Mankins presiding. Also present were Council Members Dorace Johnson, Mark M. Millis, Gene Moots and D. G. Porter. STRAWBERRY FESTIVAL - INSURANCE REPORT Interim City Manager Chris Christiansen referred to his memo of April 28, 1988, and said the City is still waiting for the insurance endorsement and coverage information. JOHN CLARK, chairman of the festival, reported that the premium had been paid and the City would get a better policy than last year. Council Member Millis said the festival committee was unable to get as much City coverage as the Council had asked for. Mayor Mankins directed Council Member Millis and Parks and Recreation Director to monitor the progress of the festival committee. BUDGET Mr. Christiansen said that City Departments had made cuts in the 1988/89 budgets and a balanced budget for the new year was being presented to the Council. After Council discussion of a Special Contingency Reserve Account, it was moved by Porter/Johnson to approve the preparation of an Ordinance implementing the Special Account in the budget. The motion passed (5-0-0). There was discussion of methods of rewarding frugal department heads by allowing them to carryover a portion of their fund balances to the next budget year. The Council discussed Capital Projects. Council Member Johnson said that the street should be paved at the corner of Pacific Coast Railway Place and Cherry Avenue. Chamber of Commerce and Harvest Festival funding were considered during a discussion of the City Council budget. Mayor Mankins asked that Account No. 202 Organizational Contracts be put on the next budget agenda. Adjournment was at 4:38 P.M. MAYOR ATTEST: CITY CLERK
