This is a big deal. 20 years ago, you could go to bingo almost every night in one of the Catholic Churches. This defiles our Holy Church and offends Jesus Christ and Holy Mary. The gambling proponents will tell you that it is a social affair and just for fun. Did they tell you how the Knights helped build the gym at Saint Patrick's School?The Knights were very proud of that it was built with a lot of bingo money. The cost of the building was one million dollars. You may say that is good, but if you think about it, The Knights got a lot of money by defiling God's Holy ground with bingo. Our church property was turned into casino gambling. Would you say that is a social affair? Or is it big business? Now they want to start it again. In 1996 In Santa Maria, I went to the Catholic School where they were playing bingo to protest bingo but before that, I stopped in the church to say a little prayer. There were 4 people praying the rosary, a novena to Our Blessed Mother, after that I went to the school where they were playing bingo and about 200 people were packed in this school room. How sad, I thought then. I love our church and am very proud to be a Catholic. I cannot stand by and watch our church being defiled with casino gambling. This offends Our God and Our Holy Mother Mary. I have spoken to Father Beto about, why he was approving Bingo in our church hall, I explained all these facts about bingo to him and he said, the ladies said it was just "A social gathering of friends and people who wanted to play bingo, a night out for fun and games at our church. I am begging you to Please Do Not Allow the Return of Bingo in Our Catholic Church Hall! This is Casino Gambling on Holy Ground. Please do not give the permits for Bingo in our Church hall. I would tell them to go and rent a hall for bingo, however that is illegal in the State of CA. and in most states. Only in our Holy Catholic Church, can they open a gambling casino for bingo. It would be better to pray for the conversion of America. The poor will lose all their money, the lines for the food banks will double. The people that come are from all walks of life & love to gamble. Please do not give the permits for Bingo casino gambling, in our Holy Church Hall. Remember what Jesus said about defiling the house of God. Do not test Him. My prayers will be with you as you make this most important decision. May God be with you and Mary Our Holy Mother cover you with Her veil of love and protection. For the love of God and His Holy Church, please help us. Thank you for your time in this most important matter of Our Holy Church. �• GC, t�F 111i��r7 b1;cCc n RANCHO GRANDE PARK November 14, 2017 "Off-Leash Dogs" By Paul Worsham 517 Rosemary Lane, AG 805-904-1439 Executive Summary My name is Paul Worsham and I am of the opinion that Arroyo Grande is one of the best places to live in California and Rancho Grande Park is one of the best parks in SLO County. Our home at 517 Rosemary Lane overlooks this park and we walk there twice a day with our small dog, always on a leash. I believe this park is an asset to the community and adds value to surrounding properties. This park is very well maintained, in no small part thanks to Mel Cottrell who volunteers to keep the park free of pet waste. Recently I had a conversation with our City Manager Jim Bergman, regarding signs in RG park to notify users of Park Rules and in particular City Ordinance 6.16.040 "It is unlawful for any person to suffer or permit any dog owned, harbored or controlled by him or her to be on any public street, alley, lane, park or place of whatever nature open to and used by the public in the incorporated area of the city, unless such dog is securely leashed and the leash is held continuously in the hand of a responsible person capable of controlling such dog or unless the dog is securely confined in a vehicle or unless the dog is at heel beside a person and obedient to that person's command." Last year I mentioned to Mayor Hill at a meet and greet, that it would be helpful to have skins at all five entrances to the park, however it would be OK just to have the one large sign that at least provided some help for enforcing the AG "Leash Law". Earlier this year that large sign blew down and hasn't been replaced. I have researched what surrounding cities are doing to enforce their leash laws and by email I have shared pictures of signs with the Mayor and City Manager. Recently, I sampled the opinions and experiences of my AG neighbors via Nextdoor.com and I have attached to this report ALL forty-three (43) responses. CONCLUSION: The City of Arroyo Grande has a "Leash Law" that should be applied to Rancho Grande Park. However, this law is routinely being ignored by park users. I would personally prefer that several small signs be placed at every park entrance, however I would be satisfied if the City replaced the large sign in the parking area. Thank you one and all for making Arroyo Grande an exceptional place to live. ### CALIFORNIA DOG BITE LAWS Dog bite laws differ from state to state. California has enacted dog bite statutes under which a dog owner can be found strictly liable for injuries caused by his dog. California passed a statute that eliminated the "one free bite" rule by holding a dog owner liable even if the dog has never bitten anyone or shown a tendency to bite. Under this statute, liability is based upon ownership and the dog's past behavior is irrelevant. You never ever know when something can happen,and if your dog isn't under your control, then you must bear full responsibility. I keep my dog leashed, and he doesn't like it when other dogs approach him. He's small and if he nips a bigger dog,the bigger dog could really hurt him in defense. However, our dog is not too fond of other dogs so we keep her on a tight leash. She has never attacked nor is she fast enough to(English bulldog)but the unleashed dogs that approach her create stress on us all. It would be great to have all dogs leashed and cleaned up after. I Volunteer at the Rancho Grande park nearly every day to pick up dog poop, dump trash cans,clean bathrooms, clean playground equipment, meet and greet dogs, help people with party's and try to make it a fun and safe place for the dogs that are on or off a leash. So far in the 6+years that I have been doing this (sometimes two or three times a day)I have not seen or heard of but very few dog problems. Most of the problems are people problems. She is only able to stand for very short periods. I "walk"her there for about 10 min/day by letting her slowly sniff around the park. She is friendly and wants to say hi to people and small dogs, but I'll make sure she doesn't do that anymore. Her outings to sniff around the park are the highlight of this short time she has left. I don't think putting up signs will do anything to curb the dogs off leash and see older people who gather at the far end of the park and the dogs stay right by them so I don't see them as a problem. Unless the dog causing a problem what is the big deal about whether it is on or off leash? Because this was happening every time we went to this park we decided not to walk there anymore.very disappointing. Little dogs might not be a problem, but plenty of BIG dogs are let to run loose too. If they ran for one of the little dogs or a kid there would be no way to stop them! I was nipped by a dog who was on a lease but allowed to walk close to me. I would like to see all dogs on leash at this park. There is an off-leash dog beach in Avila, near Port San Luis. There is a dog park area at El Chorro Park on Hwy 1, on the way to Morro Bay. Have been to all these very small areas, I feel there is a Great Need for appropriately sized play areas. The park in AG is tiny and on bark. The beach is glorious but only about a mile to run (back and forth). Laguna Park is exposed and without fencing overlooking a lovely grass area and water area dogs are not allowed in (I was taught not to tease animals). It would be wonderful to have one place large enough for a day hike or hour run to exercise with our dog. Please leash your dogs so that the rest of us can feel safe.And even with the good dogs you never know when a car is going to backfire and scare your dog into a panic run which could be right into the path of a car, or your little dog could be chasing the ball and run right into or through the legs of an elderly person causing a fall. I can think of many other scenarios where a good dog can do damage (even accidentally)off-leash. There's a reason why small dog owners carry a golf club when they walk their dogs and it's not to push the poop off the sidewalk into the gutter(since we all pick up after our dogs, right?). I have been bit by more dogs on a leash than off. I pick up more small dog poop within leash length of the side walk then I do larger dogs any place at the park. The people that have their dogs on a leash always say the always pick up their dogs poop and cant understand why others don't. Many are not truthful because I have seen them not pick it up. It is sad that so many people make a BIG DEAL out of a dog off leash when it never has come close to them or hurt them in any way. By the way, I don't even have a dog but I volunteer at the park to pick up poop, clean bathrooms, dump full trash cans, help people in need and try to educate people to have a nice dog ALL of the time. It's not always about being bitten either.After major knee surgery(ruptured tendon), I was walking my dog on-leash when a group of 3 dogs ran up to us. The leash I was holding started to wrap around me because of these dogs running around us and all I could think about was how long I'd be in the hospital if I fell. The group of adults with the dogs obviously felt the on-leash law didn't apply to them since their dogs were"friendly". She is on a leash, and I always pick up her poo.Yes, I am intimidated when a loose dog comes running up to us, so I pick my Doxie up. Overall, our experiences at the park have been great exercise and refreshing. I see several adults without dogs who use Rancho Grande as a workout/walking venue. I guess it doesn't seem like a big deal unless it happens to you.When I see a police car cruise by someone with an unleashed dog without at least giving them a warning, I wonder why. It's not like there aren't a lot of reported cases of bad things happening. I'm glad there are dog parks for dogs to run free. I just want to be able to walk my dogs on a leash without worrying that they might be hurt. My dogs are blind so when another dog runs up to them it's a bit scary for all of us. Someone walking an unleashed dog by their side may be in compliance with the law, so police might not have any grounds to give them a warning. The little guy is lucky to be alive and she took wounds to her arms and hands saving him.
