Minutes 1988-03-01 SP - MINUTES SPECIAL MEETING OF THE CITY COUNCIL TUESDAY, MARCH 1, 1988 COUNCIL CHAMBERS, 215 E. BRANCH STREET ARROYO GRANDE, CALIFORNIA The City Council met in regular session with Mayor Howard Mankins presiding. Also present were Council Members Dorace Johnson, Mark M. Millis, Gene Moots and D. G. Porter. OAK PARK INTERCHANGE Mayor Mankins asked the Council for further direction with regard to the Oak Park Interchange meeting on March 4, 1988, with the Cities of Grover City and Pismo Beach and Caltrans. Interim City Manager Chris Christiansen referred to his memo of February 24, 1988, and listed th~ alternatives which he said would be discussed at the meeting of the three cities and Caltrans. Mr. Christiansen also referred to his memo to the Council of February 29, 1988. Mayor Mankins asked for general support and direction on the five points listed in Mr. Christiansen's second memo. After extensive discussion on the points, the Council reached consensus and gave the Mayor the following direction: (1) The City should not spend additional funds on the project to improve the interchange. (Approximately $500,000 F.A.U. funds already have been allocated to the project.) (2) Thirty days will be the time limit goal set to pursue any new proposals. (3) Road improvements that create additional and unreasonable traffic into Arroyo Grande will not be approved. (4) No additional maintenance costs will be paid by the City of Arroyo Grande. (5) Drainage problems occurring from the project must be addressed with no additional cost to Arroyo Grande. Mayor Nebb Eldwayen of Pismo Beach indicated from the audience his approval of the Council action at this meeting. YOUTH IN GOVERNMENT DAY Moved by Porter/Johnson (5-0-0) to approve City participation in "Youth-in-Government Day" June 7, 1988. ADJOURNMENT TO EXECUTIVE SESSION The Council adjourned to an executi ve sess i on on 1 it i gat i on at 3: 52 P.M.
