Minutes 1988-02-02 -, MINUTES CONTINUED MEETING AND STUDY SESSION OF THE CITY COUNCIL TUESDAY, FEBRUARY 2, 1988 COUNCIL CHAMBERS, 215 E. BRANCH STREET ARROYO GRANDE, CALIFORNIA The City Council convened for a Continued Meeting and Study Session at 3:30 P.M. with Mayor Howard Mankins presiaing. Present were Council Members Dorace Johnson, Mark M. Millis, Gene Moots and D. G. Porter. Interim City Manager Chris Christiansen referred to his memo to the City Council of January 7, 1988. He recommended that the Council formally, by Minute action, adopt the Departmental Policies and Procedures when fully satisfied with their contents. There was Council discussion of Purchasing Control and Record Keeping. 'f:.7 Public Works Director Paul Karp read~ paragraphs under Central Supply on Page Four of his December 29, 19 ,memo to the Council entitled "Pol icies and Procedures for the Publ ic Works Department." He described the Department's modified central supply system, and the way the office service and supply accounts are generally administered. After discussion, the Council reached a consensus to allow the continuation of the present system. f) 7 Mr. Christiansen referred to Mr. Karp's memo of December 29, 19~ and his Proposed Organization and Work Load Distribution Chart for the Public Works Department. Mr. Karp said no new employees are shown on the chart. Mayor Mankins brOU9ht up a discussion of the title of the City Manager vs. City Administrator. Council Member Millis said the title is cosmetic. Mr. Christiansen said in some cities the City Manager can hire and fire department heads. He said a true Council-Manager form of city government would require ordinance changes. Council Member Johnson said that if the job description is that of a City Administrator, the jOb should be called City Administrator. The Council decided to take no action on the matter at this time. A discussion of moving the Building Division of the Public Works Department to the Planning Department followed, with Mr. Karp and Planning Director Doreen Liberto-Blanck giving input. After extensive Council discussion, it was decided that the matter would be referred back to Staff to devise a plan and return with it to the Council in the near future. Council Member Moots said he would like to see all department forms contain an identifyin9 number and date. The meeting was adjourned at 4:30 P.M. MAYOR AlTEST: CITY CLERK
