R 4117RESOLUTION NO. 4117 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE ALLOWING THE COUNTY TO PROVIDE VECTOR CONTROL SERVICES IN ARROYO GRANDE AND TO CONDUCT A MAIL OUT BENEFIT ASSESSMENT BALLOT MEASURE FOR A VECTOR CONTROL BENEFIT ASSESSMENT DISTRICT WHEREAS, On April 1, 2008, the San Luis Obispo County Board of Supervisors authorized the Health Agency's Environmental Health Division to proceed with a property owner assessment ballot measure to create a benefit assessment intended to provide permanent annual funding for a vector control program; and, WHEREAS, a vector is an insect or rodent that is capable of transmitting diseases to humans, which can present significant health hazards to the community; and, WHEREAS, the proposed vector control services will consist of public education, surveillance, abatement, and response to disease outbreaks for all vectors and vector- borne diseases; and, WHEREAS, the West Nile Virus is a mosquito-borne disease that, when transmitted to humans, can cause severe illness, neurological damage, and death, especially in the young, elderly and those with weakened immune systems; and, WHEREAS, other health problems associated with mosquitoes and other vectors can only be effectively addressed through a regional strategy; and WHEREAS, the County of San Luis Obispo is one of the only counties within the State that currently does not have a Vector Control Benefit Assessment District in place; and WHEREAS, each city within the County of San Luis Obispo has the option of participating in the vector control program; and WHEREAS, the City Council deems it in the best interest of the City for Arroyo Grande to be part of, and receive the services of, a Vector Control Benefit Assessment District. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arroyo Grande that: 1. San Luis Obispo County shall be allowed to provide vector control services in the City of Arroyo Grande. San Luis Obispo County shall be allowed to conduct a mail out benefit assessment ballot measure in the City of Arroyo Grande for the establishment of a Vector Control Benefit Assessment District. On motion of Council Member Guthrie, seconded by Council Member Fellows, and on the following roll call vote, to wit: AYES: Council Members Guthrie, Fellows, Arnold, Costello, and Mayor Ferrara NOES: None ABSENT: None the foregoing Resolution was passed and adopted this 12~h day of August 2008.
