WBEREM, the people of the state of California have enacted the California Oil Recycling
Fnhancement Act, which provides funds to cities and counties for estebliBhing and maintaining
local used oil collection prograns that encourage recycling and appropdat.e disposal of used
oil, and
I WHEREAS , the California Integrated Waste Management Board has been delegated the
, responsibility for the administration of the program within the state, setting up necessary
L procedures governing application by cities and counties under the program, and
WHmEI\S, said procedures established by the California Integrated Waste Management Board
require the applicant to certify by resolution the approval of application before slbnission
of said application to the state, and
WBEREM, the applicant will enter into an agreement with the St.ate of California for
developrent of the project.
tuf, TRI!mFORE, BE IT RESOLVID that the City of Arroyo Grande heIEby:
i) Approves the filing of an application for the California Used Oil Recycling Block
Grant Program under the California Oil Recycling Eri1ancement Act for stat.e grant assistance
for the project specified above, and
2) Certifies that said application has or will have sufficient funds to operate and
maintain the project, and
3) Appoints the City Manager as agent of the City of Arroyo Grande to conduct all
negotiations, execute and suanit all documents, including, but. not limited t.o, epplications,
agreements, amendments, payment requests, and so on that may be necessary for the coopletion
of the aforementioned project.
