SPECIAL MEETING OF THE CITY COUNCIL
THURSDAY, AUGUST 21, 2008

1. CALL TO ORDER
Mayor Ferrara called the Regular City Council meeting to order at 4:03 p.m.
2. ROLL CALL
City Council: Mayor Tony .Ferrara, Council Members Joe Costello, Jim Guthrie, and Ed
Amold were present. Maycr Pro Tem Chuck Fellows was absent.
City Staff Present: City Manager Steven Adams, City Attorney Tim Carmel, Director of
Administrative Services/City Clerk Kelly Wetmore, Director of Financial
Services Angela Kraetsch, Director of Public Works Don Spagnolo, Director
of Community Development Rob Strong, Director of Building and Fire Mike
Hubert, Chief of Police Steven Annibali, and Senior Accounting Clerk
Michelle Mayfield.
3. FLAG SALUTE
Mayor Ferrara led the Flag Salute.
4. PUBLIC COMMENT
No public comment was received.
5. Consideration of Appointment of Officers and Cancellation of the November 4, 2008
Consolidated General Municipal Election.
Director of Administrative Services/City Clerk Wetmore presented the staff report. She reported that
at the close of the respective nominatioh periods for the offices of Mayor, two Members of the City
Council, City Clerk, and City Treasurer, there were not more candidates nominated than offices to
be elected. She stated that the City Council may make the appointments to the offices and cancel
the Consolidated General Municipal Election pursuant to California Elections Code Section 10229,
which would result in direct cost savings to the City of approximately $10,000. The persons
nominated to each respective office are: Tony Ferrara, Mayor, for atwo-year term; Jim Guthrie and
Ed Arnold, Members of the City Council, each for four-year terms; Kelly Wetmore, City Clerk, for a
four-year term; and Michelle Mayfield, City Treasurer, for afour-year term.
Brief Council comments ensued in support of making the appointments and canceling the election;
humble acknowledgement of the public's trust and confidence in the Council; acknowledgement of
the cost savings to the City if the election were canceled; and appreciation for the support of the
citizens and staff.
Action: Council Member Costello moved to adopt a Resolution as follows: "A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE PROVIDING FOR THE
APPOINTMENT TO THE OFFICES OF THE CITY OF ARROYO GRANDE THAT WERE TO BE
ELECTED ON TUESDAY, NOVEMBER 4, 2008". Council Member Arnold seconded, and the
motion passed on the following roll-call vote:

Director of Administrative Services/City Clerk Wetmore noted that a tentative date of Monday,
December 1, 2008 has been set for a Special Meeting of the City Council to swear-in the officers
and to rotate the position of Mayor Pro Tem.
6. ADJOURNMENT
Mayor Ferrara adjourned the meeting at 4:15 p.m.
