Minutes 1987-11-11 SP MINUTES SPECIAL JOINT MEETING OF THE CITY COUNCIL AND PLANNING COMMISSION WEDNESDAY, NOVEMBER 11, 1987 COUNCIL CHAMBERS, 215 E. BRANCH STREET ARROYO GRANDE, CALIFORNIA The City Council and the Planning Commission met in a Special Joint Session at 7:42 P.M., with Mayor Howard Mankins presiding. Present from the City Council were Council Members Gene Moots and D. G. Porter. Present from the Planning Commission were Don Boggess; Robert Carr, Chairman, and Clark Moore. RANCHO GRANDE REGIONAL COMMERCIAL CENTER TRAFFIC AND DEVELOPMENT LIN MILLER of Terranomics said the development company plans to develop 40 acres on Rancho Parkway in two phases. He said the first phase will be the Costco Store, which will have warehouse merchandise. He said the store could have a 250,000 to 300,000 population trade area. He said a freeway overpass would be in the second phase of development. BARRY CULBERTSON of the Terranomics development division said Terranomics is a multifaceted real estate organization, which does retail brokerage only. GENE SWORD of the Costco organization said the five-year-old company has 43 stores in the United States and Canada. He said it is a destination oriented center, which will sell national brands at the best prices. PAT GIBSON, traffic engineer for Barton/Aschman Associates, said that traffic improvements necessary to mitigate increased traffic caused by the new commercial development are (1) widening of West Branch Street from Camino Mercado past Brisco Road, (2) chan~e Brisco Road underpass to three traffic lanes and a pedestrian walkway, (3 build a new freeway two-lane bridge overpass from Camino Mercado to Hillcrest Drive, and (4) Caltrans improvement of the Oak Park Blvd. interchange. He said perhaps Caltrans could consider the Brisco hook ramps also. There were questions from the Commissioners and Council Members to the developers. Financing of the project was discussed. Mr. Miller said Terranomics could contribute $1 million for offsite improvements. He suggested that the City issue bonds that would be paid off by the sales taxes derived fronl the stores in the Shopping center - mainly Costco, which would open in 1988. He explained the financial details of his plan. Mayor Mankins said that in order to speed up the process, he would like approval to appoint a City Council negotiating sub-committee to work with representatives of the project. He directed Staff to assist the applicant in beginning the Planning Commission process. Mr. Miller said Terranomics would submit a proposal to the City as soon as possible. Commissioner Carr expressed concerns about allowing this project to be built before the Oak Park Interchange is improved. Mayor Mankins said the overcrossing is the key to this development. He appointed to the negotiating team himself and Council Member Moots, with Council Member Porter to serve as alternate. He said they would choose Staff to work with them. Public Works Director Paul Karp said he would like to show the Barton/ Aschman traffic report to Caltrans, and Council agreed. City Manager Robert Mack said Caltrans' initial reaction to the overpass idea is that it would provide relief to existing facilities and help the general traffic situation. Mr. Sword said Costco would bring people into the City marketplace. Mr. Carr thanked the Council for keeping the Planning Commission informed, and calling this joint meeting.
