CC 2017-12-12_09h Soto Ball Field Renovation MEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION OF AN APPROPRIATION OF FUNDS FOR THE ANNUAL BALL FIELD RENOVATION AT SOTO SPORTS COMPLEX DATE: DECEMBER 12, 2017 SUMMARY OF ACTION: The proposed appropriation will provide funding for the annual ball field renovation at the Soto Sports Complex. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The ball field renovations which were not budgeted in FY 2017/18 will deplete the Park Improvement Fund balance of $287,600 by $25,000. RECOMMENDATION: It is recommended the City Council approve an appropriation of $25,000 from the Park Improvement Fund balance for annual ball field renovation at the Soto Sports Complex. BACKGROUND: The Soto Sports Complex sport fields host thousands of participants every year. The sports fields are used for baseball, softball, football, soccer and other special events. The sports turf and infields take a great amount of foot traffic and compaction throughout the year. Historically, staff shuts down the Sports Complex in December through March to start an annual ball field renovation project. In the past, ball field renovations were accomplished through the Park Improvements - Various Locations capital improvement project that was included in the budget annually. In response to Council’s request that only specific capital improvement projects be included in the budget, this project was inadvertently left out of the current budget most likely due to its general name. ANALYSIS OF ISSUES: The annual ball field and turf renovation, which consist of a process of aerating the soil, adding soil amendments and hydro-seeding the worn out bare turf areas and reconditioning of the infields, is a necessary annual project to prepare the sports fields for the upcoming sport year. The renovation is necessary to maintain the City’s sports fields at an acceptable level. Item 9.h. - Page 1 CITY COUNCIL CONSIDERATION OF AN APPROPRIATION OF FUNDS FOR THE ANNUAL BALL FIELD RENOVATION AT SOTO SPORTS COMPLEX DECEMBER 12, 2017 PAGE 2 Staff considered presenting this item to the Council as part of the mid-year budget review. However, mid-year budget review occurs after the proposed project whereas delivery of top soil is targeted for the middle of December followed closely by hydro- seeding in order to be completed prior to the fields being reopened the first of March. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Approve staff’s recommendation; 2. Do not approve staff’s recommendation; 3. Modify staff’s recommendation and approve; or 4. Provide direction to staff. ADVANTAGES: The project will improve overall safety and playability at the Soto Sports Complex. Annual renovation preserves the fields in their current condition and is a more cost effective than delayed or postponed renovations which are most aggressive and costly. DISADVANTAGES: The proposed appropriation will reduce the Park Improvement Fund balance by $25,000. ENVIRONMENTAL REVIEW: The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15304 regarding minor public alterations in the condition of land and/or vegetation which does not involve removal of healthy, mature, scenic trees. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City’s website in accordance with Government Code Section 54954.2. Item 9.h. - Page 2
