MINUTES
CONTINUED MEETING AND STUDY SESSION OF THE CITY COUNCIL
THURSDAY, OCTOBER 29, 1987
COUNCIL CHAMBERS, 215 E. BRANCH STREET
ARROYO GRANDE, CALIFORNIA
The City Council met for a Continued Meeting and Study Session
at 3:40 P.M., with Mayor Howard Mankins presiding. Present were Council
Members Dorace JOhnson, Mark M. Millis, Gene Moots and D. G. Porter.
City Manager Robert Mack announced to the Council that Mrs. Flora
Queen, executive administrative secretary, is retiring after working
for the City for 23 years.
MORATORIUM FOR TWO STORY OR MORE STRUCTURES IN SINGLE FAMILY ZONES
Mr. Mack said the Council had been given copies of an urgency ordinance
on height restrictions.
City Attorney Art Shaw said that "hillside" references in the draft
ordinance should be deleted, and that the ordinance applies to R-1 areas.
Mr. Shaw read the ordinance and explained the various sections to the
Council.
Mayor Mankins said this is what the Council had in mind for an
urgency ordinance.
RUTH BROCKWAY of 1303 Newport Avenue asked the Council if the situation
of her view being blocked by a neighbor, who is building a second story
on his home, come before the Council at this time, and be tied to this
ordinance.
Mr. Shaw said that the concept that "once the building permit has
been issued and construction begun there can be no City interference"
is a court-made law. He said he wanted it made plain that the City is
not trying to overturn court-made law with this ordinance.
After Council discussion, it was moved by Moots/Johnson (5-0-0,
Johnson, Millis, Moots, Porter and Mankins voting aye) to adopt Ordinance
No. 364 C.S. An Interim Urgency Ordinance of the City of Arroyo Grande
Prohibiting Approval of Permits or Other Authorizations Allowing an Increase
in Height of Existing Residences, or New Residences With a Height Exceeding
15 Feet in R-1 Zones.
The Ordinance will be in effect for 45 days.
STUDY SESSION - MUNICIPAL OFFICES RELOCATION REPORT
Council Members discussed office relocation with Mr. Mack, who
said the information in his September 18, 1987, report is the most economical
approach to relocation of City offices. He said estimated costs are
$65,117.00.
Council Members discussed the proposed modular building, and from
4:03 to 4:21 P.M. the Council walked across the street to look at the
marked off place on the City Hall parking lot where the modular would
be located. Size, age and cost of a modular were discussed, in addition
to staying within the approved $50,000.00 budget. Mayor Mankins said
the Council goal is to create more working space. Council Members directed
City Staff to make a further search for a modular unit, and make a visual
inspection this time.
Council also moved, Porter/Johnson (5-0-0) to allow the Building
Inspection Department to move to the remodeled City building at Mason
and Branch Streets.
There was discussion of maintaining a professional look to all
offices, and Mr. Mack said there are guidelines of the decor of the buildings.
Council Member Johnson suggested color keying any newly purchased equipment.

Council Member Millis said that a used modular price should include
costs of bringing it up to acceptable standards.
Mayor Mankins said he would like the report on the modular to come
back to the Council as soon as possible. He said the City may not be
able to do all of the project this year.
Council Member Moots said Staff should look at modular units that
are 24 by 60 feet, a standard size. .
On the suggestion of Council Member Porter, the Council agreed
that the Public Works Department could occupy space vacated by the Building
Inspectors.
ADJOURNMENT TO CLOSED SESSION
The meeting adjourned at 4:48 P.M. to a Closed Session on litigation
and personnel.
RECONVENEMENT AND FINAL ADJOURNMENT
The Council reconvened at 5:20 P.M., and on motion of Johnson/Moots
(5-0-0) adjourned at 5:21 P.M.
