MINUTES
REGULAR MEETING OF THE CITY COUNCIL
TUESDAY, JUNE 2, 1987
COUNCIL CHAMBERS, 215 E. BRANCH STREET

The City Council met in regular session with Mayor Howard Mankins
presiding. Present were Council Members Dorace Johnson, Mark M. Millis,
Gene Moots and D. G. Porter.

Moved by Johnson/Moots (5-0-0) to approve the recommended courses
of action.

REQUEST BY LUCIA MAR UNIFIED SCHOOL DISTRICT TO REOPEN CROWN HILL TO
THROUGH TRAFFIC
Mayor Mankins referred to a May 19, 1987, letter from Lucia Mar
Unified School District Superintendent Dr. Robert Hoagland asking the
City Council to reconsider its earlier decision to close Crown Hill street.
The Mayor also referred to a letter to Dr. Hoa9land from Al Sauvadon,
District Transportation Coordinator, recommending the reopening of Crown
Hill street.
Speaking against the reopening of Crown Hill street were BILL MC

Mr. Neotti showed photographs to the Council of the traffic congestion
on Crown Hi 11.
Mr. Sauvadon spoke to the Council on the items in his letter to
the School District Superintendent Hoagland. He said this is Earthquake
Awareness Month, and he is concerned about evacuating Paulding campus
in an emergency.
Mayor Mankins read into the record a letter from Barbara McCoy
of 559 Crown Hill, written by her daughter, Barbara Carlson. Mrs. McCoy
supported the reopening of Crown Hill. I
Mayor Mankins said there are still problems on the street even
with it being closed. He asked Staff to look into police, fire and ambulance
emergency access at the east end of the street, putting a speed bump
or stop sign in the street, regulating skateboarders, and making other
street and sidewalk improvements.

CROWN HILL REOPENING Continued from Page 1
After Council discussion, it was moved by Millis/Moots (5-0-0)
to deny the request for reopeninq the street, and reaffirm the earlier
decision to close it.
It was also moved by Johnson/Moots (5-0-0) to direct Staff to bring
back findings on the concerns mentioned by the Mayor, get input from
the School District, and report back to the Council.
It was moved by Johnson/Moots (5-0-0) to accept into the record
a letter from Patricia Fairbanks of 655 Crown Hill opposing the reopening.
AD HOC REORGANIZATION COMMITTEE REPORT
Council Member Johnson explained that the Ad Hoc Committee had
been meeting for two months. She named the members and told about their
many years of extensive experience in government, education and business.
The Committee consisted of Council Member Johnson, chairman, and Barbara
Carlson, Frank Freitas and Roy Gersten. Council Member Johnson presented
the Committee's findings to the Council and urged its immediate attention.
Moved by Porter/Moots (5-0-0) to receive the report. A study session
on the matter was set for 3:30 P.M. Tuesday, June 16, 1987.
APPOINTMENT OF ALTERNATIVE REPRESENTATIVE TO SAN LUIS OBISPO COUNTY WATER
ADVISORY BOARD
Mayor Mankins referred to the City Manager's memo of Ma) 22, 1987,
on City Representation. The Mayor appointed Council Member Porter to
be alternate on the County Water Advisory Board, and Public Works Director
Paul Karp to be primary City representative to the Zone 3 Water Advisory
Board, with Council Member Porter as alternate.
AREA-WIDE PARKS AND RECREATION DISTRICT
Mayor Mankins referred to a letter from Larry A. Baughman, president
of the Oceano Community Services District, dated May 19, 1987, requesting
cooperation in preparing a study of an area-wide Parks and Recreation
District. Parks and Recreation Director John Keisler said the idea is
worth taking a look at.
After Council discussion, it was moved by Porter/Johnson (5-0-0)
to direct Mr. Keisler to provide information to the district for putting
together a study to explore the feasibility of an area-wide Parks and
Recreation District.
BUDGET SESSION
Mr. Mack referred to his memo of May 27, 1987, asking the Council
to direct three amendments to the Budget. The Mayor affirmed the recommendation
and thanked Mr. Mack and Finance Director David Bacon for putting this
together.
Mr. Keisler opened the discussion of the Parks and Recreation Department
Budget by showing slides of the various parks and recreation areas in
the City. He also showed slides of City programs, festivals, summer
playgrounds, the Landmark and Street Tree Program, and the Pre-School.

Moved by Porter/Johnson (5-0-0) to adjourn to the Joint Meeting
of the City Council and Parks and Recreation Commission at 6:30 P.M.
this date. Mayor Mankins said the budget discussions would continue
Thursday, June 4, 1987.
