MINUTES
REGULAR MEETING OF THE CITY COUNCIL
TUESDAY, MARCH 24, 1987

The City Council met in regular session with Mayor Howard Mankins presiding.
Present were Council Members Dorace Johnson, Mark M. Millis, Gene Moots and
D. G. Porter.
FLAG SALUTE AND INVOCATION
Mayor Mankins led the Pledge of Allegiance to our Flag, and Council Member
Johnson delivered the invocation.
RECOGNITION PRESENTATION
Mayor Mankins and Fire Chief Douglas Hamp praised George William "Bill"
Ford for his long and dedicated service as a volunteer fireman for the
City of Arroyo Grande. Mr. Ford received a plague denoting his 20 years
of service.

Mayor Mankins said that Council Member Porter, who was absent from the
March 17, 1987, meeting, had been briefed and was prepared to listen to and
discuss materials presented tonight.
Mayor Mankins read a letter written by DAVID SCHAFFNER of 176 Colina Street,
who expressed concerns about density, traffic and drainage.
Rob Strong, Planning Consultant hired by the City to process the Royal
Oaks development application, discussed the building phasin9 of the project.
Council Members asked questions and expressed concerns about allowin9 home
construction before the streets are completed, and finishing West Branch
Street and Halcyon Road before any occupation of homes.
William Lackey, developer, said work will be done in two phases, with all
but "E" and "0" streets coming in the first phase. He said he likes to
complete all but the final paving of a street, then build the houses, and then
pave.
Public Works Director Paul Karp said that procedure would be modified
in case of a rainy season. Mr. Karp said he would be looking for erosion
protection and asked for some design work on this.
Mr. Strong said both drainage systems, and streets except "E" will be
part of Phase 1. He said the building coordination should be left to the
department heads to resolve, and they will decide when it is safe to issue
building permits. He said it is standard practice to allow building to
commence before streets are finished, but if homes are occupied, the streets
will have to be completely finished.

Council Members said they would like to see the phasing plan in writing,
and agreed to go along with the phasing described by Mr. Strong.
There was a discussion of water wells in the project and Mr. Karp said the
developer has already paid for or made arrangements to pay for this through
the development fees. He said all City wells are 40 years old and will
have to be replaced soon. Mr. Strong said, according to the EIR, any old
oil or gas wells found in the project will be capped by a qualified geologist.
Council Members directed staff to follow the EIR recommendation that major
grading on the project should not take place during the months of November
through March, and that in late summer planting should take place to prevent
erosion.
During discussion of grading for the patio homes in the project, Mr.
Strong said the developer' needs to submit complete grading plans so the
Council can make a thorough review of them. He expressed the Planning Com-
mission concerns about the Via La Barranca drainage basin, drainage on Lot
A, ownership of a park in the project, and balanced cut and fill on the
schoo 1 site.
Dan Lloyd of Engineering Design Associates, the developer~ site planners,
said fill dirt required for the project will all come from within the site
itself.
Mr. Lackey expressed the hope that the Council would approve the project
soon so that grading, road building and subdivision improvements could be
completed by November.
The Council agreed to review the grading design and make a decislon to
approve or not, after Staff receives tne written plan from tne aeveloper.

-CouncilMembers d'ecided not to require the developer to put in sidewalks
on Tally HO and Le Point Streets. They also decided not to require the
developer to install a traffic signal at Branch Street and Grand Avenue, but
only to make the required contribution to the City's Traffic Signalization
Fund.
After a discussion of the Brisco Road underpass widening and sidewalk in-
stallation, the Council decided not to require the developer to make the
improvements.
Mayor Mankins said the City Council discussion of the Royal Oaks
development would continue on April 7, 1987.

Council Member Millis, who made the motion at the last Council meeting
to table this item, agreed to continuing discussion of the encroachment
application at this meeting. City Attorney Art Shaw described the contents
of a draft Agreement Affecting Real Property (Encroachment Permit) between
the City and Patricia Lauthbury, property owner, and Jeff Carrithers, developer.
The Council gave conceptual approval to the agreement and City Manager
Robert Mack said the Staff would meet with the developer to make some minor
changes and return with the forma I agreement at the Apri 1 7, 1987, Counc i I
meeting.
WATER RECYCLING PLANT LETTER
Mayor Mankins explained to the Council his request to the South County
Santitation District that it undertake a recycling of waste water feasibility
study prior to authorizing further plant expansion design. Council Members
agreed that this is a very good idea.
