CITY COUNCIL JANUARY 20, 1987
ARROYO GRANDE, CALIFORNIA 3:30 P.M.
HIGHWAY 227 BYPASS STUDY SESSION
The Council met for a Highway 227 Bypass Study Session at 3:30 P.M.
Tuesday, January 20, 1987, with Mayor Mankins and Council Members Dorace
Johnson, Mark M. Millis, Gene Moots and D. G. Porter present.
City Manager Robert Mack gave the history of the City's discussions
of a State Highway 227 Bypass. He discussed the reasons why the bypass may be
required, and the difficulty in getting funding for the study. He said if the
City does make the Study it will have to identify the purpose for doing so.
He said the City should adopt some alternative routes so that at a later date
developers can conform with the plan lines. He said that the California
Department of Transportation at this time has no funds for design or construction.
He said the County will have to be considered, even though Arroyo Grande will
have to be the lead agency in planning.
Mr. Mack gave some broad brush sample alternative routes, and listed
problems which may occur when a bypass is developed. They were, 1. Existing
agriculture will be affected, 2. Existing development will be disrupted by
urbanized uses, 3. Growth will be promoted along the new highway, and 4. The
City's financial involvement will be great if the bypass is close to the City.
He said he could not project the City having the money for the bypass,
but the only parties who could reserve the necessary right of way would be
the City and County.
Council Members discussed costs of the bypass and the need to plan for
20 or 30 years ahead. Mayor Mankins said he is going to propose to the Council
an ad hoc committee made up of two Council Members, Staff and Citizens to do
long-range planning in the areas of drainage, streets and circulation, bridges,
sewers and water. Council members agreed that this would be a good idea and
that Long Range Planning is these areas is needed.
MARIE CATTOIR of 195 Orchid Lane asked how the Mayor's previous suggestions
of the need for more freeway interchanges in the City would fit in with this
plan. Mayor Mankins said they would be studied also. He said the City should
be moving forward on many fronts.
PAUL HADDOX of 587 Valley Road said more wide east/west streets are
needed in the City.
Mr. Mack said he wanted to get the Council thinking of the ramifications
of what a bypass study could accomplish, whether City's or State's monies
are spent. He said it all ties in with the City's General Plan, which would
have to be amended. He said the City boundaries should not limit Council
Members in planning, that the County areas should be considered.
