Minutes 1986-08-13 SP - CITY COUNCIL AUGUST 13, 1986 ARROYO GRANDE, CALIFORNIA 1:00 P.M. The City Council met in Special Session with Mayor B'Ann Smith presiding. Upon roll call Councilmembers Dorace Johnson, Gene Moots and D.G. Porter were present. The meeting took place in the Conference Room of the City Council Chambers, 215 E. Branch, Arroyo Grande, California. RESOLUTION REQUESTING LAFCo TO INCLUDE GRACE BIBLE CHURCH 28-ACRE PARCEL IN CITY'S SPHERE OF INFLUENCE AND SPHERE OF SERVICE, WITH CONDITIONS Mayor Smith called attention to a draft of language to replace Item A and E in the Resolution. A discussion followed. Council decided to delete Items A and E from the Resolution and insert under A the language as shown in the draft. As a matter of reference, Mayor Smith directed that the Minutes show that if a Parsonage is considered part of the church, that is o.k. The draft was worded to draw attention to an agreement between the City of Arroyo Grande and the Central Coast Christian Academy, dated October 13, 1980 and to include the church under that agreement. Council also decided to delete the phrase from the word "Annexation" on from the title. The reasoning was that the Council did not wish to convey any idea that they wanted annexation. Mr. Mack explained that the City does have an influence on LAFCo and chances are good that LAFCo will honor their decisions.. If they force annexation, we are on record as having certain conditions which may discourage development. A, Water and Sanitary Sewer. The City shall provide water and sanitary sewer service to Grace Bible Church's School and church development only on the subject parcel in quanities not to exceed those agreed to on October 13, 1980 in an agreement between the City of Arroyo Grande and the Central Coast Christian Academy. This statement shall not be construed to permit water and sewer service to be extended to any other facilities not directly related to those uses stated above. Mr Mack read the title of the Resolution regarding the inclusion of twenty-eight acres for Grace Bible Church school and Church within the Sphere of Influence and Sphere of Service of the City of Arroyo Grande. On motion of Councilmember Porter, seconded by Councilmember Moots, and unanimously carried, to dispense with further reading of the Resolution. RESOLUTION NO. 1985 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE STATING A POSITION REGARDING THE INCLUSION OF TWENTY-EIGHT ACRES FOR GRACE BIBLE CHURCH SCHOOL AND CHURCH WITHIN THE SPHERE OF INFLUENCE AND THE SPHERE OF SERVICE. OF THE CITY OF ARROYO GRANDE On motion of councilmember Porter, seconded by Councilmember Moots, and on the following roll call vote, to wit: AYES: Mayor Smith and Councilmembers Johnson, Moots and Porter NOES: None ABSENT: Councilmember Gallagher the foregoing Resolution was passed and adopted this 13th day of August, 1986.
