CITY COUNCIL JUNE 18, 1986
ARROYO GRANDE, CALIFORNIA 1 :10 P.M.
The City Council met for study session on Agricultural Land Rezoning
in a continued public hearing fran M-iy 27, 1~. Mayor B'Ann Smith presided at the
session, and upon roll call Councilmembers Matt Gallagher, Dorace Johnson,
Gene Moots and D. G. Porter were present.
Planning Director Stanley Eisner explained that in November, 1985, the
City's General Plan was changed to place a 10 acre minimum on Prime Farm Land
defined by the U.S. Soils Conservation Service. He said at this time the
action is to bring the present zoning into conformance with the General Plan.
He said this entails first creating zones distinguishing between a 10 acre
zone for prime farm land and a 1~ acre zone for hillside agriculture areas.
Mr. Eisner said that at issue are several parcels that are prime farm
land presently zoned RA-B3. He said the Planning Commission had held two
public hearings and a study session on the subject and recommended against
rezoning these parcels for prime farm land because they are either surrounded
by urbanization, already divided into 1,2 or 4 acre parcels, are developed
already or are impacted by drainage or flooding considerations. He said
the main goal of the current action is to bring the zoning into conformance
with the General Plan. He listed the five recommendations by the Planning
Commission for the General Plan implementation program as shown in their
Resolution No. 86-1086.
Councilmembers asked questions of staff about the various parcels,
including location, present use and typography. They reiterated their intent
to preserve the prime farm land.
Mr. Eisner said the General Plan is the driving force, and City Attorney
Art Shaw said the Counci lmembers. have the duty to make the zoni.ng consistent
with the General Plan.
Mayor Smith invited the Public in attendance to speak.
H. E. BEEN of 1010 Flora Road said the parcels should be considered
separately instead of blanket zoning.
JOHN WALLACE, a representative for the Busick property, asked about
clustering and green space on the 1~ acre density parcels. Mr. Eisner said
he would have to check into that. Mr. Wallace said because of the typography
it would make sense to cluster development.
Mayor Smith said that Agricultural Land Rezoning would be put on the
June 24, 1986, agenda, at which time the Council would be discussing it again
in Public Hearing.
Councilmember Gallagher asked that another subject be discussed by the
Council - the lights at the ballfield belonging to the Assembly of God Church
on Pilgrim Way. He said the lights were being left on after 10:00 P.M. and
the lights were still not properly focused. PAUL HADDOX of 587 Valley Road
asked the Council to set a deadline for these corrections to be made. The
Council directed Mr. Eisner to meet with the pastor of the church to resolve
the problem. The Council said that ball games should end at 9:00 P.M. until
the new less bright lights arrive. The Council asked Mr. Eisner to find
out the delivery date of the new lights and report to the Council on June
24, 1986.
