Minutes 2008-12-01 SPMINUTES SPECIAL MEETING OF THE CITY COUNCIL MONDAY, DECEMBER 1, 2008 COUNCIL CHAMBERS, 215 EAST BRANCH STREET ARROYO GRANDE, CALIFORNIA 1. CALL TO ORDER Mayor Ferrara called the Special City Council meeting to order at 6:10 p.m. 2. ROLL CALL Council Members Jim Guthrie, Joe Costello, and Ed Arnold, Mayor Pro Tem Chuck Fellows, and Mayor Tony Ferrara were present. City Manager Steven Adams, Director of Administrative Services/City Clerk Kelly Wetmore, Director of Financial Services Angela Kraetsch, Director of Parks, Recreation and Facilities Doug Perrin, Director of Public Works Don Spagnolo, Director of Community Development Rob Strong, Chief of Police Steve Annibali, and Director of Building and Fire Mike Hubert were present. 3. FLAG SALUTE Mayor Ferrara led the Flag Salute. 4. PUBLIC COMMENT: None. 5. RECOGNITION OF DEPARTING CITY TREASURER JANET HUWALDT Mayor Ferrara presented Janet Huwaldt with a plaque and commended her for her years of service as City Treasurer from 2000 to 2008. 6. INSTALLATION OF OFFICERS al Receive and file the Citv Clerk's resort City Clerk Wetmore presented a brief staff report explaining that on August 21, 2008, the City Council accepted the City Clerk's certification that there were not more candidates than elected offices to be filled at the General Municipal Election on November 4, 2008. She noted that pursuant to the Elections Code, the Council had adopted Resolution No. 4119 which resulted in the appointments of Tony Ferrara as Mayor for atwo-year term; Jim Guthrie and Ed Arnold as members of the City Council, each for four-year terms; Kelly Wetmore as City Clerk for afour-year term; and Michelle Mayfield as City Treasurer for afour-year term, as if they were elected. She also noted that adoption of Resolution No. 4119 resulted in cancellation of the City's General Municipal Election on November 4t". She recommended the Council receive and file the report and that the required Oaths of Office be administered. bl Oath of Office Administered by Mayor Ferrara Mayor Ferrara administered the Oath of Office to City Clerk Kelly Wetmore and City Treasurer Michelle Mayfield. REMARKS BY COUNCIL MEMBER ARNOLD Council Member Arnold thanked all the citizens of Arroyo Grande for their faith. He said he believed that no one ran for office against the current Council because they believe the Council is doing a good job. He also thanked staff and noted that without them it would be impossible for the Council to do its job effectively. 8. REMARKS BY COUNCIL MEMBER GUTHRIE Council Member Guthrie thanked the citizens of Arroyo Grande for having the faith to reinstate them. He said he would normally thank all the people who voted, but as he said when the election was cancelled, the real vote of faith was for the staff who have done a really good job and also have the faith and respect of the citizens. 9. REMARKS BY MAYOR FERRARA Mayor Ferrara stated it has been a pleasure and honor to serve as the City's Mayor for the past six years and stated the Council does not take this privilege lightly and doesn't take for granted the trust the community has placed in the Council. He commented on news articles printed by The Tribune when filing for the election was closed and there were no challengers, which stated the community was complacent and disengaged. He thanked the members of the community who responded to that article and stated that one thing this community is not is disinterested or disengaged. He spoke about the economy and the challenging times ahead and stated that the City is privileged and fortunate to have its existing staff. He noted there will be no break in the knowledge base on the Council and it is poised to face the challenges ahead. He concluded by thanking the community. 10. SELECTION OF MAYOR PRO TEM City Manager Adams presented the staff report and recommended the Council appoint Council Member Costello as the Mayor Pro Tem for the next one-year period, pursuant to Council policy. Action: Mayor Pro Tem Fellows moved to appoint Council Member Costello as the Mayor Pro Tem for the next one-year period. Council Member Guthrie seconded, and the motion passed on the following roll-call vote: AYES: Fellows, Guthrie, Arnold, Costello, Ferrara NOES: None ABSENT: None Mayor Ferrara thanked Council Member Fellows for his service as Mayor Pro Tem over the past year. 11. ADJOURNMENT Mayor Ferrara adjourned the meeting at 6:22 p.m. to a Special Meeting with the Arroyo Grande Chamber of Commerce at 6:00 p.m. on Thursday, December 4, 2008, at the South County Regional Center, 800 W.
