CITY COUNCIL APRIL 4, 1986
ARROYO GRANDE, CALIFORNIA 1:00 P.M.
The City Council met in a Study Session on Traffic Way Development
with Mayor B'Ann Smith presiding. Also present were Mayor Pro Tem Matt
Gallagher and Council Members Dorace Johnson, Gene Moots and D. G. Porter.
Mayor Smith said this was a meeting to hear a report from Omni-Means,
Ltd. and study the re-designing of Traffic Way.
Planning Director Stan Eisner introduced Ross Ainsworth and Ed Davis,
consultants, Omni-Means, Ltd. Mr. Ainsworth said there would be a conceptual
design plan, the design development and a final design. He showed slides
made from a series of drawings and said they would be available at the
City Hall Planning Department. He said the goals and objectives of the
Traffic Way Streets cape Plan were 1. Safe and efficient traffic circulation,2.
improving the gateway to the City, 3. undergrounding of the utilities,
and 4. maximizing the landscape and streetscape aesthetic environment.
He said the street would have two 10-foot parking lanes, two 12-foot travel
lanes, and a 16-foot center turn lane. He discussed the intersections
at Fair Oaks, Bridge, Station Way and Branch streets, and potential sidewalk
treatments.
Mr. Eisner said the design work reflects the City's adopted guidelines
for the Village, which includes the Traffic Way commercial area, specifically
the major points of entry into the City. He reviewed the goals and objectives
of the project again.
Council members questioned the Omni-Means consultants and staff about
storm drains, width of the street and sidewalks, lighting, signalization,
Mayor Smith said she wanted to be sure the signal at Station way was in
the plan, and Mr. Ainsworth said the design will be changed to include
it. Mr. Ainsworth also said the driveway into the Arroyo Grande Fire
Station would be realigned to coincide with the traffic signal there.
There was a discussion of the entry to the Post Office. Public Works
Director Paul Karp said the Postmaster could be encouraged to build a
driveway apron at the time the street is completed.
TOM BONDS of 517 Launa Lane asked if there would be parking in the
vicinity of the park on Bridge Street, and Mayor Smith said yes.
BOB CHRISTIANSON of Christianson Chevrolet was concerned about driveways
on his property and trees shown in the design. Mr. Ainsworth said it
would be a good idea to hold a design workShop with citizens who own property
along Traffic Way before the final design is completed. He stressed that
this is only a preliminary design.
DANNY PACE of Vic Pace Ford was concerned about driveways, trees
and parking. He asked if the design would continue down Fair Oaks, and
Mayor Smith said no.
MARIE CATTOIR read her letter to the Council for the record. She
said that too much money was being spent on ornamentation, that it would
be acceptable to modestly improve Bridge Street Park, but otherwise stick
to the basics. She said she wanted assurance that property will be reconveyed
by the City to her. She said that it means a great deal to the future
rebuilding of her corner lot.
Mayor Smith left the meeting at 2:05 P.M. and Mayor Pro Tem Gallagher
took over the gavel.
MILTON HAYES of 102 Bridge Street asked if this was the first of
many study sessions, and Mr. Eisner said Omni-Means had recommended a
design forum be held. Mr. Hayes said he would appreciate being notifyied
of meetings, and Mr. Eisner said he would notify each and every owner
and operator of a business on Traffic Way.

ALBERT CATTOIR asked about the reconveyance of land to him. City
Manager Bob Mack said that there is going to be property that the City
will not need and will be given back, but not before the construction
work is completed. He said land will be deeded back to the original owners.
Council Member Porter left the meeting at 2:10 P.M.
Mr. Mack said that the Traffic Way re-design plan would be a discussion
item on the agenda for April 8, 1986.
