A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE ADOPTING A MITIGATED NEGATIVE
DECLARATION AND APPROVING INSTALLATION OF
SPORTS LIGHTS AT DON ROBERTS FIELD
WHEREAS, the City of Arroyo Grande ("City") owns and operates a public multi-use,
seven field sports complex commonly known as the Soto Sports Complex located at
1275 Ash Street; and
WHEREAS, typical uses of the Soto Sports Complex include youth and adult softball,
youth and adult soccer, youth baseball and youth football; and
WHEREAS, five of the fields at the Soto Sports Complex already have sports lights; and
WHEREAS, Don Roberts Field is currently unlighted, is used primarily for youth and
adult soccer and youth baseball, and is one of the fields comprising the Soto Sports
Complex; and
WHEREAS, local youth soccer and baseball organizations have expressed the need for
additional practice and game times; and
WHEREAS, sports lights on athletic fields allow for extended hours of operation,
providing an increase of time available for practices and games; and
WHEREAS, at its October 8, 2008 meeting the City Parks and Recreation Commission
unanimously recommended the City Council approve installation of sports lights at Don
Roberts Field; and
WHEREAS, the City has reviewed the proposed lighting Project in compliance with the
California Environmental Quality Act (CEQA), the CEQA Guidelines and the City of
Arroyo Grande Rules and Procedures for Implementation of CEQA and has prepared a
Negative Declaration with Mitigation Measures for the Project; and
WHEREAS, the City Council finds that it is in the best interest of the residents of the
City and the community to install sports lights at Don Roberts Field.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo
Grande hereby adopts a Negative Declaration with Mitigation Measures and approves
the installation of sports lights at Don Roberts Field as generally depicted on Exhibit "A"
attached hereto and incorporated herein by this reference.
